Brazil's São Paulo Page reported on October 31 that currently, the state's existing mandatory regulations are to wear masks and show "vaccine passports" at events for more than 500 people. Social distancing is no longer mandatory, but only a recommendation by state authorities.

When it announced in August that it would end the restrictions in November, the state government said it expected to get 90 percent of the state's population with two (or a single dose) of the vaccine by then. While this goal was not achieved, the state government lifted the restrictions as scheduled.

It is reported that the state of São Paulo is the state with the highest COVID-19 vaccination coverage in Brazil, and 87% of the adult population has been vaccinated. Of the population as a whole, 67.5 per cent have been vaccinated.

As vaccinations advance, the state's COVID-19 index has declined significantly in recent months. On October 30, the number of COVID-19 hospitalizations recorded was halved than a year earlier. Still, experts say caution is needed for now. Gatherings and performances in closed environments pose a high risk of COVID-19 infection.

In fact, since August, closed venue events such as parties and performances have been allowed, but the number of spectators needs to be limited, and only seated venues are allowed to operate.

Both the São Paulo State Government and the São Paulo Municipality believe that it is safe to relax restrictions as long as people wear masks at all times. In addition to wearing masks, state and municipal governments require vaccination certificates to be presented at events with more than 500 people. In addition, in some public places in the city of São Paulo, such as the municipality and the court, all people must have a vaccination certificate.
