Since the 19th National Congress of the Communist Party of China, 6 "tigers" have voluntarily surrendered. Including Qin Guangrong, former secretary of the Yunnan Provincial CPC Committee, Liu Shiyu, deputy secretary of the party group and director of the council of the All-China Federation of Supply and Marketing Cooperatives, Ai Wenli, former vice chairman of the Hebei Provincial Committee of the Chinese People's Political Consultative Conference, Wang Tie, former deputy secretary of the party group and deputy director of the Standing Committee of the Henan Provincial People's Congress, Wen Guodong, vice governor of Qinghai Province, and Wang Like, member of the Standing Committee of the Jiangsu Provincial CPC Committee and secretary of the Political and Legal Committee.

Up to now, 23 provincial management cadres across the country have surrendered themselves this year. Among the 23 people, there are secretaries of the municipal party committees under the jurisdiction of the province, such as Gao Hongzhi, secretary of the Handan Municipal CPC Committee in Hebei Province, and Wang Dongqun, secretary of the Dingzhou Municipal CPC Committee of Hebei Province; and secretaries of the political and legal committees of the cities (regions) under the jurisdiction of the province, such as Wang Zhenqing, member of the Standing Committee of the Sanmenxia Municipal CPC Committee and secretary of the Political and Legal Committee of Henan Province; and Yang Gang, member of the Daxinganling Prefectural Committee and secretary of the Political and Legal Committee of Heilongjiang Province.

In addition to the two secretaries of the Political and Legal Committee, five of the 23 are from the political and legal system, including Wang Hongri, chief procurator of the Benxi City People's Procuratorate in Liaoning Province, Zhang Xun, secretary of the party leading group and chief procurator of the Xishuangbanna Prefecture People's Procuratorate in Yunnan Province, Zhou Yingshu, chief procurator of the Chuxiong Prefecture People's Procuratorate in Yunnan Province, Chen Chang, president of the Intermediate People's Court of Yuxi City, Yunnan Province, and Chen Minghua, president of the Intermediate People's Court of Yangquan City, Shanxi Province.

In addition, there have been cases of corruption in some places where officials of the voluntary office have served. For example, when the former deputy secretary of the party committee of Yunnan Airport Group Corporation surrendered to Riyan, his leader and former party secretary was investigated in November last year; Wang Dongqun was the secretary of the Leting County Party Committee in Hebei Province. On the same day that he surrendered, his old leader, Miao Decheng, former deputy director of the Standing Committee of the Tangshan Municipal People's Congress, who was the secretary of the Laoting County CPC Committee, was also investigated.

There are also many self-surrendered officials who have served as "number one" in the same place for more than 5 years. For example, Gao Hongzhi served as secretary of the municipal party committee for 7 years; Zhu Honggen, a member of the party group and vice mayor of the people's government of Shangrao City, Jiangxi Province, served as the secretary of the Nanfeng County Party Committee of Fuzhou City from August 2010 to August 2016 for 6 years; Sun Jinbo, former deputy director of the Standing Committee of the People's Congress of Baoding City, Hebei Province, served as the secretary of the Laishui County Party Committee of Baoding City from January 2002 to January 2009 for 7 years; Zhang Xin, former deputy director of the Standing Committee of the People's Congress of Shangqiu City, Henan Province, served as the secretary of the Yucheng County Party Committee of Shangqiu City for nearly nine years from August 2003 to May 2012.

The "tiger" asked others to buy a house for him in Beijing

Since the 19th National Congress of the Communist Party of China, of the 6 "tigers" who voluntarily surrendered, 4 "tigers" have been punished by party discipline and government affairs.

On October 19, 2018, Ai Wenli, former deputy secretary of the party group and vice chairman of the Hebei Provincial Committee of the Chinese People's Political Consultative Conference, was expelled from the party. After investigation, Ai Wenli violated honesty and discipline, accepted gifts and gifts from illegal businessmen, engaged in profit-making activities in violation of the law, colluded with his family to amass wealth, and asked others to buy houses for him in Beijing.

A month later, Wang Tie, former deputy secretary of the party leading group and deputy director of the Standing Committee of the Henan Provincial People's Congress, was "double-dismissed," becoming the first "tiger" to be demoted to a non-leading position at the deputy department level and go through retirement procedures. The circular pointed out that Wang Tie engaged in canvassing activities before the change of the provincial party committee and did not report personal matters according to regulations; violated honesty and discipline, used his power and position to influence to provide assistance to relatives in business activities, and accepted gifts and gifts in violation of the law; and violated the discipline of life.

On September 26, 2019, Qin Guangrong, former vice chairman of the Internal and Judicial Affairs Committee of the National People's Congress and former secretary of the Yunnan Provincial Party Committee, was expelled from the party. Qin Guangrong was accused of having a serious sense of privilege, a corrupt and degenerate life, a corrupt family style, a lack of control over his spouse and children, and a connivance with his relatives to use the influence of his position for personal gain.

On October 4, 2019, Liu Shiyu, former deputy secretary of the party group and director of the board of directors of the All-China Federation of Supply and Marketing Cooperatives, was placed on probation for two years and dismissed from government affairs. The circular pointed out that Liu Shiyu publicly made inappropriate remarks and lacked political vigilance and a sense of secrecy; he was not honest as an official, used his power and influence of his position to seek private interests for others, arranged for others to work in the financial system and promoted posts in violation of regulations, greeted relatives who bought houses in violation of the law, and accepted gifts and gifts.

The Jiefang Daily and Shangguan News combed and found that the four circulars all appeared in the expressions such as "being able to voluntarily surrender, taking the initiative to explain the problems of violations of discipline and law that the organization has not yet mastered, and voluntarily handing over the proceeds of violations of discipline and law can be dealt with leniently."

In the end, the 4 "tigers" who surrendered themselves were also treated leniently. Taking Ai Wenli as an example, the circular pointed out that in view of the fact that he voluntarily surrendered to the State Supervision Commission of the Central Discipline Inspection Commission with stolen money and stolen goods before the crime occurred, and truthfully confessed his crimes, it constitutes voluntary surrender; he may be given a mitigated punishment in accordance with law by admitting guilt and repenting of his crimes, avoiding and reducing the occurrence of damages; and actively returning all the stolen money and stolen goods with statutory, discretionary mitigating and mitigating circumstances. On April 18 last year, Ai Wenli, accused of accepting bribes of more than 64.78 million yuan, was sentenced to eight years in prison and fined 3 million yuan.

An official was confirmed to have surrendered falsely

Entering the second half of this year, the department officials who surrendered themselves this year were successively punished by party discipline and government affairs. For example, on June 11, Chen Xiao, a former second-level inspector of the office of the people's government of Jinhua City, Zhejiang Province, was "double-opened"; on September 29, Wang Hongri, chief procurator of the Benxi City People's Procuratorate in Liaoning Province, was "double-opened"; on October 28, Jiang Yingbo, former vice chairman of the Mudanjiang Municipal Committee of the Chinese People's Political Consultative Conference in Heilongjiang Province, was "double-opened".

The Jiefang Ribao And Shangguan News combed through the published disciplinary circulars and found that a number of officials were accused of accepting gifts and consumption cards that might affect the fair performance of official duties in violation of regulations, accepting travel arrangements in violation of regulations, and so on; taking advantage of the convenient conditions formed by their powers or positions to seek benefits for others in terms of job promotion, project contracting, and fund allocation, and illegally accepting money from others. Jiang Yingbo was also informed of violating state laws and regulations by illegally handling, possessing, and using false identity cards, passports, and Hong Kong and Macao permits.

With the continuous deepening of the reform of the discipline inspection and supervision system, the number of people who voluntarily surrendered in various localities has gradually increased, but in the course of actual examination and investigation, some discipline inspection and supervision organs have found that in order to avoid punishment, some cadres who surrendered to the police have avoided the serious and the light, replaced the facts of violations of law and committed crimes with simple facts of violations of discipline, or only confessed some facts of violations of discipline and law, or superficially cooperated very much, in fact confessed some false problems and false clues, adopted delaying tactics, diverted evidence, and interfered with the organization's vision.

The disciplinary circular shows that although Chen Xiao, a former second-level inspector of the Office of the People's Government of Jinhua City, Zhejiang Province, had previously "voluntarily surrendered," in the circular, he was accused of being a material servant, not knowing reverence, transferring evidence, cheating, and resisting the review.

Finally, the circular's characterization of Chen Xiao did not give leniency to his "voluntary surrender." He was accused of seriously violating the party's political, organizational, honest, and life discipline, constituting a serious violation of the law and suspected of accepting bribes, and did not restrain or accept after the Eighteenth National Congress of the Party, which was serious in nature and had a bad impact, and should be dealt with severely. At the same time as being "double-opened," the discipline inspection and supervision department transferred the issue of his suspected crime of accepting bribes to the procuratorial organs for examination and prosecution in accordance with law, and the property involved was transferred with the case.
