In his public resume, Li Wenxi's career began in 1990, when he served as the deputy county magistrate of Benxi County. Before that, his experience was blank.

Although Li Wenxi's early life experience is unknown in his official resume, the legend of Li Wenxi in his hometown of Benxi has always been circulated. Among the people, he was a filial son who took justice for his mother, a county leader who was young and ambitious, and a "Li Dahu" who dared to fight and fight.

Ups and downs

Li Wenxi was born into a Manchu rural family in The Town of Biaoling in Benxi County, and his mother was well-known in the town. According to a local person, because of the huge impact of the anti-crime case, Liaoning produced several police celebrities in the 1990s, and Li Wenxi can definitely be counted as one of the big brothers.

Family business

Yuan Chengjia and Li Wenxi are fellow villagers and are both Benxi people. Yuan Chengjia worked as a groom in his early years, and later became rich in the mining business, becoming a huge rich man with billions of yuan in assets. In 2010, Yuan Chengjia was detained by the Liaoning police and later sentenced to 20 years in prison for six counts, including organizing and leading a mafia-type organization.

Yuan Chengjia's lawyer once reported Li Wenxi in real name, saying that Li Wenxi's younger brother had been in business for many years, and Li Wenxi's brother's own family was the leader of the Benxi County Public Security Bureau, and the two had a commercial dispute with Yuan Cheng's family, and in order to retaliate, they created the so-called anti-crime case. Li Wenxi, then director of the Liaoning Provincial Public Security Department, was the general backstage of the whole thing.

After Yuan Chengjia was sentenced, most of the property under his name was confiscated by the case-handling organs, and after the second instance, the Liaoning Provincial High Court upheld the previous crime and sentence against Yuan Chengjia, but held that not all the property under his name was illegal gains, and the property that was confiscated and frozen should be returned. A local person said the details of Yuan Cheng's case could not be determined at present, but two points were certain. First, Li Wenxi's younger brother and many family members engaged in commercial activities, which is a well-known fact in Liaoning; second, there were flaws in the process of handling the Yuan Chengjia case, otherwise the property would not have been returned after many years, and when handling the Yuan Chengjia case, Li Wenxi was the number one of the Public Security Department.

According to a person familiar with Liaoning's political situation, Li Wenxi has a number of relatives doing business in Liaoning, and his business has done a lot, and at the same time, many people who are related to Li Wenxi have entered the police circles. There is a local saying that when Li Wenxi was the director of the public security department, there were more than 20 police officers at or above the deputy department level in his hometown. In 2020, Wang Like, member of the Standing Committee of the Jiangsu Provincial Party Committee and secretary of the Political and Legal Committee, and Bai Yuexian, former member of the Standing Committee of the Liaoning Provincial Committee of the Chinese People's Political Consultative Conference, have successively fallen, and Wang Like and Bai Yuexian also have a common identity, that is, Li Wenxi's deputy when he was the director of the Public Security Department. According to people familiar with the matter, Wang Like and Bai Yuexian have both provided convenience for Li Wenxi's family business, and the investigation into them has also involved relevant clues.

Now, Li Wenxi has fallen from power, and many of his relatives and friends have been taken away to assist in the investigation.
