The "Opinions" pointed out that for cities and counties with a destocking cycle of non-residential commercial housing for more than 36 months for two consecutive quarters, the listing and transfer of new non-residential commercial housing land was suspended to control the incremental entry into the market from the source.
At the same time, support "business to housing", and reduce the ratio of commercial and residential, enterprises that have taken land but have not yet begun to build can carry out "business to live", and can also be transformed into the development of pension industries, cultural industries, and sports projects. Its commercial hydropower can be changed to civil hydropower, gas into households, changed to "one household, one table system" to reduce the cost of living. At the same time, enterprises are encouraged to maintain themselves or switch from sales to "renting and selling at the same time".
At present, Changsha has jurisdiction over 6 districts and 1 county, and 2 county-level cities, of which Furong District, Tianxin District, Yuelu District, Kaifu District, Yuhua District 5 districts are the most economically developed areas in Changsha, and it is also the main gathering place of the population, and the overall housing prices are higher than other areas. According to data from Hunan Zhongyuan Research Institute, due to the continuous promotion of business apartment projects, in the first eight months of this year, the average transaction price of apartments in these 5 administrative districts fell by 5% year-on-year, about 12286 yuan / square meter. Residential prices in Changsha have been stable for a long time and remain low. From January to August this year, the price of first-hand commodity housing in Changsha District 5 was only about 12578 yuan / square meter. In the six central provinces, Changsha has become a depression for housing prices, and its experience in real estate market regulation has been affirmed by the Ministry of Housing and Urban-Rural Development.
It is worth mentioning that the almost same price of apartments and residences has been a phenomenon in Changsha for many years, which is different from the phenomenon that apartment prices in other cities in China are much lower than that of residences.

A real estate industry researcher told reporters that the "Opinions" around the destocking, for non-residential commercial housing proposed 10 measures, mainly in controlling the source of the increment and supporting "commercial reform". For cities with too high stock of non-residential commercial housing, the supply should be reduced. "After all, the current market stock is already too high, the deindustrialization cycle is too long, and if it is newly built, the volume is too large to cause a series of problems." Only by holding down the source of supply can we gradually solve the stock problem. ”
The researcher said that the "Opinions" support "commercial reform and housing" and reduce the ratio of commercial and residential. Enterprises that have acquired land but have not yet begun to build can carry out "business and housing", and can also transform into the development of pension industry, cultural industry and sports projects. For non-residential commercial housing that has been developed, enterprises are encouraged to hold or lease them. This is also in line with the original intention of insisting on not speculating in housing and letting non-residential commercial housing play a greater role. "For office buildings and shops, enterprises can rent directly to companies or individuals, while apartments, enterprises can develop long-term rental apartment projects by themselves."
What makes many apartment owners happy is that the apartment will have civil water, electricity and gas in the future, whether it is rented or sold, it is more convenient.
The reporter learned that the "Opinions" also mentioned that the transaction cost of non-residential commodities should be reduced in the future. At present, the transaction tax of non-residential second-hand housing is relatively high, including deed tax, stamp duty, land value-added tax, personal income tax, etc.
