This absurd scene is the street performance art of German film director Robert Svenck, and it is also the easter egg at the end of the movie "Fake Captain".
For the core that this Easter egg wants to express, the director made a movie.

The German director did just that, and it was a hundred times more terrifying than a horror movie.
What's even more frightening is that this movie is based on real events!
01
A piece of clothing changes destiny
In 1943, two weeks before the end of World War II, willy Herold, a nineteen-year-old general defence soldier, was pursued by officers as deserters. In that era, as a German soldier, I was faced with a situation where I could not speak clearly.
If you are a defeated soldier, no one has proved it, you will also be treated as a deserter, captured in a desert camp, pending the sanctions of a military court.
Willie escapes the officer's pursuit and becomes a true deserter.
Like other deserters, he hid everywhere, had nowhere to go, lived a life of poor clothes and stealing chickens and dogs to survive.
However, an abandoned military vehicle changes Willie's fate. The movie from the beginning to the end did not explain where the military vehicle and uniform came from, through the background explanation, the owner of this car probably also saw the German army rout is imminent, abandon the car and escape.
Anyway, Willie found a coat in the car to keep warm, and there were two apples to eat. There was even a lieutenant uniform, although the pants did not fit very well, for him, it already meant that he could pass this shortcut and become a human being.
The first soldier to meet Willie, Big A, questions his identity, but in order to find someone who proves that he is not a deserter, Big A chooses to "believe" that Willie is a captain.
The second to meet Willie were three deserters, for the same reason, though the three men had completely beaten Willie and Big A, and also chose to submit to Willy's captainship.
The third group that met Willie was another captain of the same rank as Willy. When the fat captain asks Willie to show his PAPERS, in order to survive, Willy runs the train with his mouth full of mouths and says that they are secret forces, performing fuehrer missions to see who has the mood of failure.
