On November 14, 2010, the State Council and the Central Military Commission issued the Opinions on Deepening the Reform of China's Low-Altitude Airspace Management. Subsequently, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Civil Aviation Administration, etc. have responded one after another and issued a series of policies to promote the development of the general aviation industry, and the domestic aviation sports field has also ushered in the spring of development.

Chen Ailian said that from the perspective of development status, the basic format of aviation sports in China has been formed. It is estimated that by the end of 2020, China will build more than 500 general airports, the economic scale of the aviation sports industry will reach 200 billion yuan, 2,000 flight camps will be established, 1,000 aviation clubs will be established, and the number of participating consumers will reach 20 million. In the next fifteen years, the opening up of China's low-altitude airspace will promote the explosive growth of the general aviation industry and spawn a trillion-dollar output value of emerging industries.

Chen Ailian believes that aviation sports have three major development prospects in the new development pattern of China's economy.

First, the general aviation industry and the sports industry are deeply integrated, and the development has become an emerging industry, in which the development of low-altitude tourism projects also provides a new tourism format for the tourism industry; second, aviation sports events, aviation flight camps, etc., which greatly enrich and enhance the leisure life and quality of hundreds of millions of people, and the consumer enthusiasm released by it provides endogenous power for economic development; third, the sustainable development of aviation sports will leverage the formation of a trillion-level consumer market. Thus driving the development of general aircraft manufacturing and general aviation operations.

Chen Ailian also pointed out that due to low-altitude control, ground support, airports and flight talents and other reasons, China's aviation sports have a relatively lagging development, the level of development is not high, mainly manifested in the aviation sports industry as a whole the level of development is not high, the structure is not entirely reasonable; the number of aviation sports infrastructure and aviation sports clubs is small, the effective supply of products and services is insufficient; the public aviation leisure sports awareness is not strong, consumer awareness is not enough; aviation sports management functions overlap, the policy system needs to be further improved.

In this regard, Chen Ailian put forward three suggestions:

The first is to deepen the structural reform of the supply side of the aviation sports industry and strengthen the supporting policies of the aviation sports industry. Improve the government's management and service functions in the field of aviation sports industry access and safety supervision, and strengthen supervision during and after the event. Accelerate the transformation of government functions, continue to promote supply-side structural reforms such as "decentralization and management services", perform the approval functions related to aviation sports activities in accordance with the law, implement negative list management, and promote the orderly opening of low-altitude airspace. Promote the reform of aviation sports associations at all levels and give play to the main role of their market services.

The second is to standardize the management of laws and regulations in the aviation sports industry and improve the safety supervision and management system of the aviation sports industry. Improve the system of laws and regulations on the aviation sports industry, revise the Aviation Law, formulate the Regulations on the Administration of Aviation Sports Competitions and Activities and the Management Measures for Various Aviation Sports Projects, and standardize the aviation sports operation system and market behavior. Consolidate and develop the achievements of aviation sports air traffic control construction, integrate military and civil aviation regulatory resources, combine network and mobile equipment positioning technology to innovate aviation sports air traffic control means, innovate the "active supervision" model, and explore the integration of air traffic control monitoring technology into equipment manufacturing and market access standards.

The third is to encourage social investment to cultivate the aviation sports market and strengthen the training of professionals in the aviation sports industry. Give play to the role of the multi-level capital market, support the listing of qualified aviation sports enterprises, strengthen the support of the bond market for aviation sports enterprises, encourage financial institutions to broaden the scope of pledge varieties of loans to aviation sports enterprises, actively promote the cooperation model between the government and social capital, guide social forces to build and operate aviation sports facilities, and promote the demonstration of government-private cooperation in the field of aviation sports. Use existing channels such as sports industry investment funds in various places to guide social forces to participate in the aviation sports industry.
