In order to meet the needs of Hefei's economic development, according to the "Interim Rules for Traffic Management on Urban Roads" promulgated by the Ministry of Public Security, the municipal government established the Municipal Traffic Management Committee in 1954 and formulated the "Hefei Interim Management Measures for Non-Motor Vehicles", which registered flatbeds, rickshaws, mules, tricycles and bicycles and issued licenses.
