After investigation, the video publisher Lu Mou and his mother signed up for a five-day tour group from an international travel agency in Shandong to participate in the five-day tour of Xiamen Quanzhou Shuangfei, and a local receiving agency in Xiamen provided tourism reception services in Xiamen and Quanzhou. On October 28, an international travel agency in Xiamen arranged for Cai Mou, a driver of an online ride-hailing company in Xiamen (the "tour guide" referred to in the online video), to be responsible for the pick-up and drop-off service between Lu and his mother Quanzhou's travel itinerary. At about 10:00 a.m. on October 28, Cai went to the hotel to pick up Lu and others to the entrance of Kaiyuan Temple, and due to the verification of a certain itinerary code of Lu (a place he visited in the previous 14 days currently has a medium-risk or high-risk area), the staff of Kaiyuan Temple refused to enter.
