According to the news of the Shanxi Provincial Discipline Inspection Commission on the 12th, Chen Yongchang, deputy secretary of the party committee and president of Yangquan Normal College, was investigated on suspicion of serious violations of discipline and law. It is worth noting that three months ago, Yang Yong, vice chairman of the Yangquan Municipal Committee of the Chinese People's Political Consultative Conference, was investigated, and he was the party secretary of Yangquan Normal College from July 2012 to March 2017, during which he "teamed up" with Yang Yong, and it was Chen Yongchang who fell from power.

Yangquan Normal College, located in Yangquan City, Shanxi Province, is a full-time college approved by the Ministry of Education in March 2010.

In recent years, the fight against corruption in colleges and universities has continued. It is not uncommon for the secretary and the president, or the president and vice president, to fall from the leadership team of the university.

Collusion in corruption cases in colleges and universities occurs frequently

Shangguan News combed and found that in recent years, in addition to Yangquan Normal College, at least 3 other colleges and universities have been investigated and punished.

Guangxi University of Traditional Chinese Medicine

On October 3 last year, the Discipline Inspection Commission of Guangxi Zhuang Autonomous Region also announced the investigation of Tang Nong, president of Guangxi University of Traditional Chinese Medicine, and Qin Yuwang, vice president of Guangxi University of Traditional Chinese Medicine.

On February 2 this year, the two were double-opened on the same day. In the briefing, several commonalities between the two were mentioned:

Accepting gifts and accepting banquets that may affect the fair performance of official duties;

Failure to report personal matters in accordance with regulations, concealment and non-reporting of personal real estate;

Seek benefits for others in medical equipment procurement projects and other aspects, and illegally accept huge amounts of money.

More details have surfaced as more information on the university's multi-person corruption cases has been released. Among the relevant cases, Qin Mouxian, former director of the Infrastructure Construction Department of Guangxi University of Traditional Chinese Medicine, was also involved.

According to the Liubei District People's Court of Liuzhou City, on April 8, the Liubei District People's Court of Liuzhou City publicly tried the case of Qin Mouxian, former director of the Infrastructure Construction Department of Guangxi University of Traditional Chinese Medicine, who was accused of accepting bribes.

The public prosecution alleged that between 2005 and 2020, defendant Qin Mouxian took advantage of his position as director and vice president of the Infrastructure Office of the First Affiliated Hospital of Guangxi University of Traditional Chinese Medicine (now renamed the First Affiliated Hospital of Guangxi University of Traditional Chinese Medicine), vice president of Guangxi International Zhuang Medical Hospital, deputy director and director of the Infrastructure Department of Guangxi University of Traditional Chinese Medicine, to provide assistance to 11 engineering contractors in undertaking projects, project additions, project progress payments, and project coordination. They received more than $10,024,600, $50,000, $30,000 and $0.3 million worth of shopping cards.

Among them, Qin Mouxian was suspected of jointly accepting bribes of 5 million yuan with others. Between 2016 and 2017, defendant Qin Mouxian and Qin Mouwang, vice president of Guangxi University of Traditional Chinese Medicine, took advantage of their positions to provide assistance in the project increase and settlement of project funds for the general contracting project of Guangxi International Zhuang Medical Hospital, which was won by a construction unit and a design company, and jointly received a total of 5 million yuan in cash from Wang, of which Qin received 2 million yuan. The remaining more than 5,024,600 yuan, 50,000 US dollars, 30,000 Canadian dollars and 0.3 million yuan worth of shopping cards are all suspected personal bribery funds of Qin Mouxian.

North China University of Technology

On October 13 last year, the Beijing Municipal Commission for Discipline Inspection announced the investigation of Ding Hui, president of the North China University of Technology. Less than a month later, on November 4, 2020, shen zhili, vice president of the school, was also investigated.

Southwest Forestry University

On August 3 last year, Wu Song, former party secretary of Southwest Forestry University, was investigated. Pushing forward more than two years, Jiang Zhaogang, former deputy secretary of the party committee and president of Southwest Forestry University, who worked with Wu Song for 2 years, was investigated.

On May 11, 2018, Jiang Zhaogang was wanted for absconding from the case. On May 30 of that year, Jiang Zhaogang, who had been in hiding for nearly 20 days, was captured by the Yunnan Provincial Fugitive Pursuit Office.

After investigation, from 2003 to 2016, Jiang Zhaogang took advantage of his position as vice president of Yunnan University of Finance and Economics, deputy secretary general of the Yunnan Provincial Government, secretary of the party committee of the Yunnan Rural Credit Cooperatives Union, or the convenience of his own authority and status, to provide assistance and seek benefits for others in handling loans, enterprise financing, contracting engineering projects, purchasing office buildings, etc., and accepting or soliciting huge amounts of property from others, equivalent to nearly 27.1 million yuan. From 2013 to 2016, when he was the secretary of the party committee of the provincial rural credit cooperative, he violated policies and legal provisions and arbitrarily decided that the Qujing Rural Credit Cooperatives would sign a contract for the targeted development and purchase of business buildings with the developer, resulting in direct economic losses totaling 147 million yuan for the Qujing Rural Credit Cooperatives.

In March 2019, Jiang Zhaogang was sentenced to 15 years in prison and fined 3 million yuan in the first instance for accepting bribes and abusing his power.

The problem of corruption in the "number one" is conspicuous

Colleges and universities are by no means a clean place, nor are they "clear water gates". According to previous statistics from Shangguan News, at least 12 officials from 11 universities were investigated in 2020.

The article "Cracking the Difficulty of Supervision by the Number One Leader in Colleges and Universities" published by the Organ Newspaper of the Central Commission for Discipline Inspection and Supervision in October last year said that from the perspective of personnel composition, the party secretary and president (president) accounted for more than 70% of the leading cadres at the bureau level of colleges and universities. Song Wei, director of the Integrity Research Center of the University of Science and Technology Beijing, said: "This shows that the main leading cadres who are the 'key minority' of colleges and universities have become the key group of corruption, especially the corruption of the 'number one' has become a prominent feature of the current corruption cases in colleges and universities." ”

Some media statistics have found that since the beginning of this year, a number of secretaries, presidents, and deputy secretaries of many colleges and universities have been investigated: on February 21, Yuan Bin, secretary of the party committee of Kunming Medical University, was subjected to disciplinary review and supervision and investigation; on March 22, Wang Shiwen, former secretary of the party committee of the Anhui Radio, Film and Television Vocational and Technical College, was investigated after retirement; on March 26, Zhang Wencai, former deputy secretary of the party committee and dean of the Shanxi Communications Vocational and Technical College, was investigated; and on April 2, Cai Peilin, former secretary of the party committee of the Tianjin Public Security Police Officers Vocational College, was investigated On April 9, Ma Shanjun, deputy secretary of the party committee of Qufu Normal University, was investigated.

Corruption in colleges and universities has the characteristics of general corruption and its characteristics of the education industry, and most of them are concentrated in the fields of infrastructure logistics, selection and employment of personnel, enrollment examinations, scientific research funds, and school-run enterprises. "The problem of 'number one' in colleges and universities is prone to occur frequently, misleading students' values, ruining the political ecology of a unit, and seriously damaging the image of colleges and universities and the cause of education."
