In 2020, Wang Xinwei assumed the post of vice governor of Henan Province, and in January 2021, he left his hometown for the northeast to succeed Jiang Youwei (currently vice governor of Liaoning Province) as the acting mayor of the sub-provincial city of Shenyang.

In addition to work, Wang Xinwei not only read books and study, planned to aid Xinjiang, but also sometimes wrote poetry. For more than three years, he wrote dozens of poems, and his pride in aiding Xinjiang jumped on the paper.

At the Shenyang Municipal Conference on Optimizing the Business Environment held on August 23, Wang Xinwei said that it is necessary to deepen ideological emancipation and continue to promote the concept of "people-centered" and "everyone is a business environment" into a custom.
"It is necessary to optimize the urban environment, continuously improve the quality of urban functions, service quality, ecological quality, and cultural quality, and truly let people living in Shenyang have warmth, dignity, career, and hope."
Wang Xinwei is the fifth secretary of the Shenyang Municipal Party Committee after the 18th Party Congress.
Before him, Zeng Wei, Wang Menghui, Yi Lianhong, and Zhang Lei served as party secretaries of Shenyang Municipal Party Committee. Among them, Wang Menghui, Yi Lianhong, and Zhang Lei are all inter-provincial officials.
Among them, Wang Menghui was appointed as a member of the Standing Committee of the Fujian Provincial Party Committee and the Secretary of the Xiamen Municipal Party Committee in August 2016, and took up the position of Standing Committee Member of the New Liaoning Provincial Party Committee and Secretary of the Shenyang Municipal Party Committee.
