Comments began on the railway passenger transport regulations

Recently, the State Railway Administration solicited public opinions on the "Railway Passenger Transport Regulations (Draft for Solicitation of Comments)" (hereinafter referred to as the "Draft for Comments"). The Beijing Youth Daily reporter noted that the rules for the purchase of children's tickets in the draft for comments have been refined, and they are subdivided into the implementation of the real-name system of tickets and the real-name system of tickets. Real-name child tickets are proposed to be divided by age, while those without real names are still divided by height.

Article 12 of the ticket sales chapter of the Draft for Comments stipulates that children under the age of 14 shall travel with adult passengers, except for students who have passed school and children who have agreed to be supervised during the journey. Children who are 6 years old and under 14 years old can purchase a child discount ticket if the ticket real-name system is implemented, and children who are 14 years old or older should purchase full-price tickets. Each ticketed adult passenger may travel free of charge with a child under the age of 6 who does not occupy a separate seat, and if there is more than one child, a discounted child ticket shall be purchased.

Children who do not implement the real-name system of tickets can purchase a child discount ticket if they reach a height of 1.2 meters and are less than 1.5 meters tall; children who reach a height of 1.5 meters shall purchase a full-price ticket. Each ticketed adult passenger may carry one child who is not 1.2 meters tall and does not occupy a separate seat free of charge, and if there is more than one child, more than one child should purchase a child discount ticket. The seat of the child discount ticket should be the same as the ticket held by the accompanying adult, and the arrival station must not be farther than the arrival of the adult ticket. When children who enjoy free rides in accordance with the above provisions occupy a seat separately, they shall purchase a child discount ticket. According to the current regulations, it is only according to height that it is possible to purchase a child ticket.

It is understood that at present, passengers can purchase child tickets through the official website of the 12306 railway or mobile phone client in two ways, one is to purchase child tickets with accompanying adult passengers, and there is no need to add children's real-name information; the other is to add children's real-name system information as a frequent flyer, and children's tickets can be purchased separately.

In addition to child tickets, the Draft for Comments also stipulates that passengers have the right to choose their own passenger transportation services and fair trade. Railway transport enterprises shall not restrict or force passengers to use a certain service or tie up goods. Railway transport enterprises are encouraged to open ticket sales business such as regular tickets, counting tickets, connecting tickets, and bus cards, so as to provide better services for passengers to purchase tickets.

Service dogs that have undergone special training to assist the work and life of the visually impaired may enter the station with passengers with visual disabilities in accordance with the relevant provisions of the state. If the line is interrupted and the train cannot continue to run, the railway transport enterprise shall properly arrange the obstructed passengers and promptly announce the suspension and resumption of railway passenger transport related business. If a passenger requests a certificate due to the interruption of the line affecting the trip, the railway transport enterprise shall issue a certificate.
