To this end, Chiang Kai-shek ordered that the headquarters of the Jireliao Border Region, which had just been established in early January 1948, be moved from Qinhuangdao, Hebei Province, to Jinzhou and changed to the Jinzhou Command Post of the Northeast "Suppression General" and fan Hanjie, the former commander of the Border Region, was also reappointed as the deputy commander-in-chief of the Northeast "Suppression General" and the director of the Jinzhou Command Post, responsible for leading a total of 150,000 people of the New 5th Army, the New 8th Army, the 54th Army, and the 93rd Army to undertake the garrison task of the Jinzhou front.

Therefore, at the end of August 1948, when the main force of the Northeast Field Army had just begun to approach the outskirts of Jinzhou, Fan Hanjie was keenly aware that the great war was approaching, so he decided to shrink the strength of the troops as soon as possible, concentrating the New 5th Army, the New 8th Army, and the 93rd Army in Jinzhou City, and the 54th Army concentrated on the jinxi and Huludao front lines as garrisons, ensuring the outlet to the sea, and welcoming the 17th Corps of Hou Jingru of North China who came to the aid by sea, and jointly rescued Jinzhou through Tashan.
According to this deployment, the Jinzhou defenders concentrated at least 12 divisions of troops for the defense of the city, but the actual implementation did not find it smooth. First of all, the 20th Division of the 93rd Army stationed in Yixian County, north of Jinzhou, could not be transferred back, because Wei Lihuang, commander-in-chief of the Northeast "Suppression General", believed that although Yixian was small, it was a transportation hub for Jinzhou to Chengde, Chifeng, and Shenyang via Xinlitun, and its strategic position was important and could not be given up lightly. Although Fan Hanjie was reluctant to temporarily suspend the 20th Division's semi-american weaponry of 7,000 people, considering that Yixian was less than 50 kilometers away from Jinzhou and could serve as a northern barrier, he could only nod his head in agreement.

What annoyed Fan Hanjie was that Liu Yunhan of the New 5th Army, located in the south of Qinhuangdao, even refused to be mobilized, and the army had 3 divisions under its jurisdiction, namely the 26th Division, the Provisional 50th Division, and the Provisional 60th Division, with a large number of troops, and if it could be transferred to Jinzhou, it would certainly be able to greatly strengthen the defensive force. However, the commander of the army, Liu Yunhan, refused to advance north on the grounds that there were no troops to take over the defense, and even though the 62nd Army rushed to Qinhuangdao on October 1 to receive a visit, it still refused to advance north, and finally the Nanjing side was helpless, temporarily adjusted the task, and let the 62nd Army, still wearing a single coat, go north to reinforce, and finally stopped at the foot of Tashan Mountain.
The reason why Liu Yunhan refused to move was because he knew very well that the Northeast Field Army had expanded to 700,000 people at this time, plus the total strength of local troops and militias exceeded one million, and this long-distance attack on Jinzhou City was bound to be a vicious and dangerous battle, and once his 3 divisions entered the city in the north, they were bound to be surrounded in the city, and even if they were not completely annihilated, they were bound to suffer heavy losses.

On September 12, the northeast field army troops began to besiege the strongholds of Yixian, Suizhong, xingcheng and other strongholds on the outskirts of Jinzhou, and cut off the surrounding traffic, and the new 5th Army could not concentrate on Jinzhou, so it continued to stay at Shanhaiguan to watch the battle, and remained unscathed until the end of the Liaoshen Campaign.
