According to the "China Port Yearbook (2018)", among the 77 highway ports in the country, Ruili Port ranks 6th in terms of cargo flow and personnel flow, and vehicle traffic ranks 3rd. The Hatamachi port ranked 39th, 19th and 16th respectively.
The characteristics of the geographical environment are also the reasons for the long-term existence of ruili city's border control problems - the northern part of the China-Myanmar border is located at the junction of the Qinghai-Tibet Plateau and the Yunnan-Guizhou Plateau, with primitive forests everywhere and steep valleys; the middle section of the China-Myanmar border is located in the southern extension of the Hengduan Mountain Range in the western part of the Yunnan-Guizhou Plateau, and many high mountains have also formed a natural barrier; and Ruili City has a flat terrain and has long been an important area for Sino-Burmese border people to exchange and communicate with each other.

This also makes Ruili lack natural geographical barriers compared with other ports or border towns. Chen Tiejun believes that in addition to the lack of natural geographical barriers in Ruili, the factors that continue to appear in Ruili also include: At present, China has begun to persuade telecommunications fraudsters stranded in Myanmar to return, and these personnel return to China mainly through the Ruili port, although the number of entry places is strictly controlled, but it also increases the difficulty of Ruili's fight against the epidemic. In addition, there has been a war in northern Myanmar, and some refugees will flee to China through various channels, resulting in several cases of secondary transmission of the epidemic imported from abroad in China.
Local governments have also invested a lot of manpower and material resources in strict prevention. On September 21, 2021, Ruili City issued a notice saying that if you report illegal and criminal acts such as "excavating, using underground passages, underground culverts or secret doors, dark windows, dark passages, dark holes, etc. to carry out illegal crossing of the national (border) border", the maximum reward is 50,000 yuan per case.

For example, in 2020, Li Zhoulin, chief physician of the Ruili City Center for Disease Control and Prevention, pointed out that from 2015 to 2019, Ruili City reported that the proportion of Burmese HIV/AIDS cases accounted for more than 70% of new infections for five consecutive years, and the epidemic situation is still very severe, and I hope that everyone will pay great attention to it.
Some academic institutions have also begun to pay attention to Ruili's ability to prevent and control infectious diseases. In March 2021, the Institute of Geographic Sciences and Natural Resources research of the Chinese Academy of Sciences and other institutions jointly published the paper "Risk Assessment of Overseas Importation of Infectious Diseases in China's Border Port Area", which measured the epidemic prevention and control capacity of domestic land border ports (roads and railways), and constructed the risk index of overseas import of infectious diseases in China's border port area from three aspects: port entry circulation, the incidence rate of infectious diseases in neighboring countries and the entry control of border ports.

The paper believes that "after the establishment of the Ruili Development and Opening Pilot Zone in 2011, border people's inter-market trade, border small trade, and general trade have developed rapidly. At the same time, the paper calculated the epidemic data as of September 2020 and found that Ruili also has a high risk index.
According to the 2020 National Economic and Social Development Statistical Communiqué of Ruili City, the city has 100 health institutions and 1917 beds. Based on the permanent population alone, the number of beds per 10,000 people in Ruili in 2020 is 0.0072; it is comparable that the number of beds per 10,000 people in Yunnan Province in 2020 is 0.0081.
The local government is planning to improve public health in Ruili City.
