The People's Court of Beipiao City, Liaoning Province, held in the first instance that Li deliberately and illegally deprived others of their lives, the circumstances were serious, constituting the crime of intentional homicide, and should be punished according to law. At the time of the crime, a mentally ill person who has not completely lost the ability to recognize or control his or her own behavior may be given a lenient punishment.
