On the afternoon of October 31, the China Main Event of World Cities Day and the opening ceremony of the First Global Conference on Urban Sustainable Development were held in the North Bund World Conference Hall. At the conference, including the "Shanghai Index" and the "Shanghai Handbook", two major achievements were released.
This year marks the 100th anniversary of the founding of the Party, and Shanghai is the birthplace of the Party and the origin of World Cities Day. The Shanghai Municipal Party Committee and the Shanghai Municipal Government demanded that Shanghai be built into the permanent home of World Cities Day, making greater influence and reflecting more Shanghai elements and Shanghai sounds. The framework of the "Shanghai Index" comprehensive indicator system and the 2021 edition of the Shanghai Handbook are the full embodiment of Shanghai elements and Shanghai voices.
The "Shanghai Index" comprehensive index system framework is the world's first urban sustainable development index system based on the "five-in-one" concept of economy, society, culture, environment and governance, which aims to become an integrated application tool for scientifically assessing and continuously monitoring the progress level of sustainable development of global cities, assessing the level of progress of global urban sustainable development, and promoting the concept of "people-oriented" urban sustainable development.
According to authoritative international documents such as the United Nations 2030 Agenda for Sustainable Development and the New Urban Agenda, and based on the Global Urban Monitoring Framework proposed by UN-Habitat, China and UN-Habitat have jointly developed the Shanghai Index. The index can help cities assess and reflect their achievements and challenges in sustainable urbanization, thereby helping cities to identify or adjust their development priorities and drive global cities to achieve the Sustainable Development Goals and the New Urban Agenda, thereby leading the direction of sustainable development of global cities.
The "Shanghai Index", which focuses on embodying the concept of "People's City", consists of a comprehensive index and several thematic indexes. Among them, the composite index measures the overall level of progress of cities in the field of sustainable development. The thematic index is combined with topics such as the theme of City Day and the hotspots of urban development, focusing on the evaluation of specific areas.
The "Shanghai Index" indicator system consists of core indicators and adaptability indicators. The core indicators cover all kinds of cities around the world, and are stably applied to cities with different levels of development and population size. The adaptability index is calculated according to the classification of city magnitude and size. Composite and thematic indices are all supported by core indicators and adaptive indicators. The relevant indicators focus on five criteria: authority, objectivity, scientificity, accessibility and adaptability. The indicators cover education, transportation, infrastructure, employment, social security, public participation, pollutant emissions, public space, emergency response and other fields.
The "Shanghai Index" will highlight Shanghai's wisdom, tell The Chinese story well, spread the Voice of China, and make important contributions to improving China's voice in the field of global sustainable development.
The Shanghai Handbook, also known as the Shanghai Handbook - A Guide to Urban Sustainable Development in the 21st Century, is co-edited by UN-Habitat, the Bureau of International Exhibitions and the Shanghai Municipal People's Government. According to the consensus reached by the Ministry of Housing and Urban-Rural Development, the Shanghai Municipal People's Government, UN-Habitat and the Bureau of International Exhibitions, since 2011, Shanghai, UN-Habitat and the National Exhibition Bureau have jointly revised the Shanghai Handbook in accordance with the model of "five-year editor-in-chief, annual report".
The Chinese and English versions of the manual were first published in 2011, the annual report has been published since 2016, and this year is the seventh revision, which has become an important knowledge product of World Cities Day and an important working document of the United Nations 2030 Agenda and the New Urban Agenda, as well as a renewable international document for multilateral cooperation, which has been highly valued by UN-Habitat and the China Exhibition Bureau and widely recognized by the international community.
The manual, which is released every year, will be compiled around the annual theme, selecting outstanding cases in the fields of economy, society, environment, culture and governance, and relevant cases in China and Shanghai are selected.
Shanghai is the first place for the concept of people's urban construction and the best practice place for urban governance cases. In recent years, Shanghai has continuously explored the major practical proposition of megacity governance, formed a number of replicable and generalizable experiences that comprehensively improve the level of urban construction and governance, created experience and provided models for promoting the high-quality development of China's cities, and also provided Chinese experience and Chinese solutions for the construction and governance of the world's super cities.
The 2021 edition of the Shanghai Handbook is the third overall revision based on the practical experience of urban sustainable development over the past five years, with the theme "Sustainable Urban Development: Promoting Inclusive Growth with Green and Low Carbon". While presenting typical cases of sustainable urban development in the world, the manual also provides policy suggestions for common problems faced by cities, exchanges new experiences in urban practice in recent years, and disseminates advanced concepts of urban development, with a view to providing useful reference for city managers and related planning professionals.
