Liu Ziwei, formerly known as Liu Shulin, was born in Wucheng County in 1909. In the autumn of 1928, Liu Ziwei was admitted to Pingyuan County Junior High School, and in October 1929, through the introduction of his classmate Ma Yunxiang (an underground member of the Communist Party of China), he joined the Communist Party of China, and at the same time established the Lubei Provisional Committee of the Communist Party of China, with Liu Ziwei as the secretary, leading the school party organization and the activities of the party in Enxian (abolished in March 1956), Yucheng, Pingyuan, Dexian and other counties.
In 1931, Liu Ziwei presided over the establishment of the first party branch in Enxian County, the Taodian Party Branch. In the second half of 1932, the Luxi General Branch Committee of the Communist Party of China was established, and Liu Ziwei served as secretary. In the spring of 1938, Zhang Chengxian, secretary of the Lubei Special Committee, came to Enxian County and presided over the establishment of the ENXIAN County Committee of the COMMUNIST Party of China, with Liu Ziwei as a member of the organizing committee and later as the secretary of the county party committee. In the autumn of 1943, Liu Ziwei served as the director of the Yundong Office and the county magistrate of Enxian County. Later, Liu Ziwei also served as deputy commissioner and commissioner of the Second Special Bureau of Southern Hebei, deputy director of the Department of Industry of Hebei Province, deputy director of the Ministry of Industry of Heilongjiang Province, and deputy secretary of the Handan Prefectural Committee of Hebei Province.
