These scientific researchers undertake a large number of national scientific research projects, and reasonable compensation for the intellectual labor they have paid in the projects is conducive to stimulating the enthusiasm of scientific researchers.

At present, there are two main expenditures on "people" in scientific research project funds. One is the "labor fee", which is used to hire researchers for projects that do not have a salary income, etc., and there is no proportional limit. The other is "performance expenditure", which is used to motivate researchers and is arranged by the unit in the indirect cost. However, there are still problems such as the low proportion of indirect costs and limited incentives. In view of these problems, this time the "Several Opinions" played a "combination fist" to encourage scientific research personnel and officials to start a business.

First of all, in terms of funding sources, it is necessary to achieve "money can be issued".

The first is to increase the proportion of overhead costs. For those below 5 million yuan, the proportion of indirect expenses increased from no more than 20% to 30%, the part from 5 million yuan to 10 million yuan increased from no more than 15% to 25%, and the part above 10 million yuan increased from no more than 13% to 20%; for pure theoretical basic research projects such as mathematics, the proportion of indirect expenses was further increased to no more than 60%. Project undertakers can spend all of their overhead costs on performance expenses and favor teams and individuals with outstanding innovation performance.

The second is to expand the scope of the pilot project of withdrawing incentive funds from the stable support for scientific research funds, and the pilot units have been expanded from some research institutes affiliated to the Chinese Academy of Sciences to all central-level scientific research institutes, and the scope of scientific research funds has also been added on the basis of basic scientific research business expenses and the special funds for strategic leading science and technology of the Chinese Academy of Sciences.
