Implementation Plan for the Introduction Of Siping Students Employed Outside the Territory

In order to implement the spirit of the "Implementation Plan for the 10,000 College Students To Stay in Pingping Plan (2020-2022)" (Sibanfa [2019] No. 29) document, and to effectively do a good job in the work related to the return of students from Siping outside the region, the following plan is specially formulated.

1. Referral time

From November 2020.

2. Refer back to the object

Siping students who work in organs and institutions outside Siping (on the job).

3. Basic conditions

(1) Full-time undergraduate degree or above from key universities such as "double-first-class" universities and foreign universities certified by the Ministry of Education.

(2) Have the political quality, professional ability and physical conditions to normally perform the duties of the post.

(3) The on-the-job staff of organs and public institutions must have the status of civil servants (participating in public service) or the status of career establishment (excluding self-financing and self-support). Civil servants (public servants) must have registered as civil servants (public servants).

(4) The annual assessment results in the past three years are competent (qualified) and above, excluding the probationary period assessment.

(5) The teaching position must be a teacher training profession and engaged in front-line teaching work for more than 1 year, with the corresponding teacher qualification certificate, primary school and junior high school teachers must have a bachelor's degree or above (the first degree must be a full-time public university undergraduate graduate); high school teachers must be a full-time master's degree or above (the first degree must be a full-time public university undergraduate graduate, the same or similar major); the health series medical and medical technology positions must be a full-time master's degree or above (the first degree must be a full-time public university undergraduate graduate). Clinicians, imaging physicians, and ultrasound physicians need to have a practicing physician qualification certificate and attending physician title certificate (standardized training certificate for residents of this profession); health series nursing positions must be full-time public college nursing professional bachelor degree or above, and have been engaged in clinical nursing work in the hospital, with nurse practitioner qualification certificate.

(6) The age is generally under 35 years old (full-time doctoral students, deputy senior and above professional titles, urgent need for professional talents, etc., the age can be appropriately relaxed to 40 years old), and the date of birth of the id card shall prevail (the cut-off time for calculating the age is the application deadline).

(7) Voluntarily accept work arrangements and post transfers from organizations and human resources and social security departments.

In any of the following circumstances, no citation will be given:

(1) Persons who have previously received criminal punishment for a crime and persons who have been dismissed from public office.

(2) Persons who have not yet received Party disciplinary or government affairs sanctions or are currently undergoing disciplinary review, persons who are in the period of criminal punishment or who are undergoing judicial investigation and have not yet reached a conclusion.

(3) Persons who have been identified by the examination organization department as having serious violations of discipline and rules in the recruitment of civil servants and the open recruitment of public institutions and who have been banned from taking examinations within the period of prohibition.

(4) Judgment defaulters.

(5) Personnel recruiting civil servants, recruiting public institutions, and "three branches and one support", "selected and transferred students from township and town organs (college student village officials)", "special post teachers" and other grass-roots service project personnel who have not reached the minimum service period required by the current place of work, unit or post.

(6) Others that do not meet the requirements for transfer.

4. The principle of resettlement

(1) Peer-to-peer counterparts. According to the level and nature of the work unit of the person to be transferred, the corresponding counterpart is arranged to work in the corresponding unit of the city or county (district), and in principle, the nature of its establishment is not changed. Allowances and subsidies, professional and technical titles and other benefits are implemented in accordance with the current policy allocated.

(2) Flexible arrangements. Full-time doctoral students, deputy senior and above titles, urgent needs and special positions of talents, can be flexibly arranged according to the actual situation.

(3) Transfer in batches. According to the application of the transfer personnel, the transfer work will be carried out in a timely manner according to the echelon. After returning to work, the minimum service period is 5 years.

Fifth, the work process

(1) Submit an application. Students of Siping nationality outside the region who have the conditions for transfer submit an application to the Organization Department of the Municipal Party Committee and fill in the "Application Form for the Return of Siping Students Employed Outside the Territory".

(2) Qualification review. The Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau shall conduct a preliminary examination of the qualifications of the applicants. Relevant materials include the original and copy of the ID card, household registration book, graduation certificate, and degree certificate; the "Ministry of Education Academic Degree Certificate Electronic Registration Filing Form" and the "Ministry of Education Student Status Online Verification Report" of the Student Information Network; the identity of civil servants (participating in public service) must provide a copy of the civil servant (participation in public) registration form; the establishment of the identity of the public institution must provide a copy of the annual assessment registration form of the public institution and the certificate of being on the job issued by the local compilation office; and whether there is a certificate of violation of discipline issued by the discipline inspection department of the work unit. Direct disqualification from transfer by providing false materials (qualification review runs through the entire process of transfer work).

(3) Organize physical examinations. The physical examination work shall be organized by the Organization Department of the Municipal Party Committee in a unified manner, and shall be carried out with reference to the revised "General Standards for Physical Examination for the Recruitment of Civil Servants (Trial)" (the cost of the physical examination shall be borne by oneself), and if the physical examination is unqualified or automatically abandoned, the transfer qualification shall be cancelled.

(4) Organize inspections. After passing the physical examination, the Organization Department of the Municipal Party Committee shall take the lead in reviewing the files of the personnel to be introduced, and investigate their actual performance, and if they are unqualified, their transfer qualifications will be cancelled.

(5) Transfer and distribution. The Organization Department of the Municipal Party Committee shall, on the basis of the vacancies at the municipal and county levels provided by the Municipal Party Committee Compilation Office, analyze and judge the employment needs of various localities and departments, as well as the professional expertise and work experience of the applicants, and preliminarily draft the allocation departments (units), and report to the Municipal Talent Work Leading Group for approval.

(6) Handle transfers. The Municipal Talent Office shall issue a transfer review form, and after the joint review and approval of the unit to be received and the competent department at the higher level, the Organization Department of the Municipal Party Committee, and the Municipal Human Resources and Social Security Bureau, the Municipal Party Committee Compilation Office shall handle the completion in accordance with the prescribed procedures.
