On the night of the first day of the Mid-Autumn Festival holiday, an electric bicycle parked in the Yayuan residential area of Hongjun in Beichen District of the city, the battery suddenly caught fire, and the car was not parked in the building, but on the open space not far from the door of the building, not far from the gate of the community.
Although it was raining at the time, the smoke was quickly found by the residents of the community, and the property security personnel at the entrance of the community also came to check it at the first time. In order to prevent the spread of the fire, the security guards brought fire extinguishers, but after finding that the battery was on fire, they still cautiously dialed the 119 alarm number to ask whether the battery fire could be extinguished with a portable fire extinguisher. The staff of the community neighborhood committee told reporters that the electric vehicle itself that caught fire was relatively old, and it was poured by rain, which may have caused a short-circuit fire in the battery. Fortunately, the discovery was timely, so that it did not spread and cause further damage. The reporter saw a tip that electric bicycles were forbidden to park in the corridor in the community, and the residents were also afraid of the fire. A fire statistics show that since 2013, the national electric bicycle fire has caused 413 deaths, causing 46 fires with more than one death, killing 256 people, of which 80% of the fires were caused by charging. In casualty cases, 90% occur in foyers, aisles and stairwells, and more than half of electric vehicle fires occur during night charging. A set of fire experiment results showed that when the electric bicycle caught fire in the corridor 104 seconds later, the local space temperature was as high as 284 °C, and the flue gas temperature exceeded 80 °C.
According to data from the fire department, since 2018, there have been 241 electric bicycle fire accidents in the city, with direct property losses of 1.36 million yuan. On January 29 this year, a fire caused by an electric bicycle on the street of Binhai New Area also killed 1 person.
The fire hazard reporting and complaint acceptance platform of the city's fire department, from 2021 to the present, has accepted 217 cases of electric bicycles blocking evacuation channels and safety exits, and 280 cases of illegal charging of privately connected electrical lines.
Interpretation: The Provisions say no to these acts
The fire hazards brought by electric bicycles, and even caused fires, gave birth to the introduction of the "Regulations". The regulation, which has been in force since August 1 this year, explicitly prohibits the parking or charging of electric bicycles in public foyers, evacuation walkways, stairwells, safety exits, etc. of high-rise civil buildings. If the correction is refused, the fire rescue agency shall impose a fine of between 2,000 and 10,000 yuan on the commercial units and individuals, and between 500 and 1,000 yuan for non-commercial units and individuals.
Dai Zhihong, director of the Legal And Social Fire Work Division of the Municipal Fire Rescue Corps, said that in fact, the city has carried out comprehensive management of fire safety of electric bicycles since 4 years ago, and has supervised four key links from production, sales, use and parking. Promote the construction of centralized parking places and charging facilities for electric bicycles in residential communities, and encourage new residential communities to synchronously set up intelligent and safe charging facilities with functions such as regular charging, automatic power failure, and fault alarm.
Up to now, the city has built 1939 centralized charging places. After the implementation of the "Provisions", the Municipal Fire Rescue Corps has publicized the "Regulations" in various forms such as the Internet, media, and centralized training.

Illegal parking in the corridor
Penalties are never lenient
After the implementation of the "Provisions", the fire rescue department went deep into the city's high-rise civil buildings to carry out inspections, focusing on whether the fire passage was occupied, whether the electric vehicle was parked in violation of the law, whether the fire fighting facilities were fully equipped and effective, whether the fire safety evacuation instruction signs were intact and effective, etc.
On August 6, when the law enforcement supervision personnel of the Hexi Fire Detachment were supervising and inspecting the Tianjin Bay office building in the jurisdiction, they found that the electric bicycle was parked illegally on the 4th floor, and ordered rectification on the spot, and the parties made rectification. However, in the follow-up review, it was found that the parties parked the electric vehicle in the corridor again, and in response to the illegal acts of refusing to rectify, the Hexi Fire Brigade imposed an administrative penalty of 500 yuan on the parties according to the "Provisions", which is also the first fine in the city since the official implementation of the "Regulations".
On August 5, when the law enforcement supervisors of the Peace Fire Detachment were supervising and inspecting the high-rise Corning Building in the jurisdiction, they found that a violator parked an electric bicycle on the 11th floor in violation of the law, and the scene immediately asked him to rectify it, but the party did not move away in time. Later, the investigation and inquiry learned that the building property management service unit had previously posted relevant tips at the entrance of the building and repeatedly dissuaded them on the spot. On August 10, the Peace Fire Brigade imposed an administrative penalty of 600 yuan on violators who refused to make corrections at the scene in accordance with the "Regulations".

Wang Yue, deputy director of the Fire Supervision Department of the Municipal Fire Rescue Corps, said that the high-rise civil buildings in the "Regulations" include high-rise residential buildings and high-rise public buildings. High-rise residential buildings refer to residential buildings with a building height greater than 27 meters; high-rise public buildings refer to non-single-storey public buildings with a building height greater than 24 meters, including office buildings, scientific research buildings, cultural buildings, commercial buildings, sports buildings, medical buildings, transportation buildings, tourism buildings, communication buildings, dormitory buildings, apartment buildings, etc.
Buildings with 6-8 floors, or old buildings of 20 years or more, are calculated according to the 3 meters per floor of civil buildings, and the 8th floor should be less than 27 meters, and the new regulations are not applicable.
However, for buildings other than non-high-rise civil buildings, electric bicycles go upstairs such as occupying evacuation walkways, evacuation stairwells and other parts, forming a fire safety hazard problem that affects the evacuation of personnel, and the Fire Protection Law, the Interim Measures for Comprehensive Law Enforcement of Streets in Tianjin and the Regulations on the Promotion of Civilization in Tianjin have also set up relevant penalties.
In addition, there is a situation that electric bicycles are parked in their own homes and charged, which is currently not clearly prohibited by law, but considering the high fire hazard of electric bicycles, it is not recommended that electric bicycles be parked and charged at home. The Fire Protection Law clearly stipulates that "all units and individuals have the obligation to maintain fire safety, protect fire fighting facilities, prevent fires, and report fire alarms". The newly promulgated Civil Code also clearly stipulates that the exercise of power by owners must not endanger the safety of buildings and must not harm the rights and interests of other owners. Electric bicycles are parked or charged at home, once a fire occurs, the fire spreads, which is bound to damage the life and property safety of other owners, and the parker will also bear the corresponding civil and criminal liability for the fire caused by negligence.
