At the beginning of his reign, Liu Qing grew up under the wings of the powerful minister Huo Guang, taoguang cultivated obscurity, and concealed his strength. After Empress Xu Pingjun was killed by Huo Guang's wife Zhang Xian, Liu Qing had to marry Huo Guang's daughter Huo Chengjun and make her empress. After Huo Guang's death, Liu Guang was pro-government and buried Huo Guang with the title of "Xuancheng". Two years later, the Huo family rebelled, and Liu Qian was quickly destroyed and began to show his imperial style.

At the beginning of the reign of Emperor Xuan of Han, the Xiongnu united with the Cheshi state to attack Wusun in an attempt to destroy the Han Dynasty's allies in the western regions. Wusun Guo hurriedly sent emissaries to the Han Dynasty for help, and when Emperor Xuan of Han heard the news, he felt that the opportunity to completely defeat the Xiongnu had come. In the second year of the reign of Emperor Xuan of Han (72 BC), the Han Dynasty sent more than 160,000 soldiers and horses to attack the Xiongnu in five ways, which was the largest foreign cavalry expedition in the entire Han Dynasty in 400 years. At the same time, Emperor Xuan of Han sent Chang Hui to Wusun to command more than 50,000 Wusun cavalry, advancing with the Han army from east to west to encircle and annihilate the Xiongnu.
