By 2025, the supply of cold and fresh and frozen poultry products in the urban markets above the provincial urban area will account for more than 30%.
The "Plan" requires that all cities and county governments should make overall plans for the planning, layout and construction of poultry slaughterhouses, promote the centralized slaughtering of poultry in the main urban areas of the city, and integrate and upgrade existing slaughterhouses and substitute slaughterhouses (points) according to local conditions. Encourage large-scale breeding, slaughtering and processing enterprises to adopt means such as technology introduction and independent innovation. Implementation plan for promoting the high-quality development of the poultry industry
In recent years, the poultry industry in our province has developed steadily and has become the first pillar industry of animal husbandry, playing an important role in ensuring the supply of "vegetable basket" products and promoting agricultural efficiency and farmers' income. In order to accelerate the transformation and upgrading of the poultry industry in our province and improve the ability to ensure the stable production and supply of poultry meat and eggs, according to the requirements of the relevant state departments, the current and long-term planning is hereby combined with the actual conditions of our province, and the following implementation plans are proposed:
First, the development goals
With the focus on accelerating the transformation and upgrading of the poultry industry, adhere to the problem-oriented, in accordance with the development direction of "large-scale breeding, centralized slaughtering, cold chain transportation, and chilled listing", highlight large-scale healthy breeding, centralized slaughtering and processing, change the way poultry products are supplied, and strive to build a high-quality development pattern of poultry industry in our province. Strive to maintain the province's poultry meat production at more than 1.5 million tons by 2025, the output of meat and poultry will reach more than 1 billion birds, and the output of poultry eggs will reach more than 500,000 tons; the proportion of large-scale breeding in the province will reach more than 85%; The proportion of large-scale centralized slaughtering and processing has reached more than 80%.
Second, the main tasks
(1) Optimize the industrial layout. Consolidate and stabilize the production scale of fast and large-scale white feather broilers, support leading enterprises to build a number of new meat and poultry production bases in Guangguang, Pucheng, Zhenghe, Silla, Shanghang and other places, build an advanced modern white feather broiler production system, and maintain the leading position of the white feather broiler industry in the country. Support and enhance the scale of special poultry production, and continuously increase the proportion of high-quality meat and poultry with differentiated characteristics in the main yellow feather broiler producing areas such as Chengxiang District and Nanjing County, and in the concentrated areas of meat and duck such as Longhai City, Zhangpu County, Pinghe County, Jiangle County, and Jian'ou City. In Yongchun County, Nan'an City, Sha County, Qingliu County, Changtai County, Fuqing City and other large-scale layer chicken concentration areas, Silla District, Longhai City, Sha County, Yong'an City, Wuyishan City, Jianyang City and other egg and duck production areas, the construction of advantageous egg and poultry industry concentration areas. By 2025, 50 high-quality poultry breeding bases will be newly renovated and expanded.

(2) Enhance the level of innovation in the seed industry. Support leading enterprises to increase investment in science and technology, and build key laboratories, engineering research centers, and enterprise technology centers in the field of biological breeding. Organize the implementation of the genetic improvement plan for broilers and waterfowl, focus on supporting the breeding of white feather broilers, and fill the gap in the independent breeding of white feather broilers in China; use the local breeds of egg and duck in our province to carry out research on the breeding of high-yield egg duck supporting lines; and create a national white feather broiler and egg duck core breeding farm and breeding base. Accelerate the construction of high-quality poultry local genetic resources preservation farms such as Hetian chicken, white velvet black bone chicken, Minqing hairy-foot chicken, Dehua black chicken, Jinhu Wufeng chicken, Elephant Cave chicken, Longyan Mountain Ma duck, Jinding duck, Putian black duck, Liancheng white duck, black (white) fan duck, Changle gray goose, and northern Fujian white goose, and support the construction of poultry local genetic resources backup farms in areas where conditions permit. Provincial key support for the construction of original seed farms and ancestral farms, and create a national brand breeding brand; The municipal and county levels will focus on supporting the construction of breeding farms at all levels to improve the supply capacity. (3) Improve the level of breeding standardization. Promote the transformation of the traditional poultry industry to standardized production with biosecurity as the core, and establish production technical specifications and operating procedures in terms of site layout, poultry house construction, production facilities, selection of fine seeds, use of inputs, health and epidemic prevention, and manure treatment, and strictly follow the standards for orderly production. Support leading enterprises to work closely with breeding cooperatives, family farms, and large breeders to improve the level of standardized and intensive breeding of farms (households) through unified production and technology sharing. Encourage enterprises to carry out product and quality management system certification, promote the docking of domestic products with export standards, and promote the integration of poultry products enterprises with international standards. Carry out standardized demonstrations of broiler, layer chickens, meat ducks, egg ducks, and meat geese breeding, and gradually promote standardized poultry production. By 2025, create 50 poultry standardization demonstration bases (farms).

(4) Improve the level of epidemic prevention and control. Strictly implement the review and supervision of animal epidemic prevention conditions, implement the prevention and control plan for highly pathogenic avian influenza and the management of animal disease purification assessment and certification management in breeding poultry farms, and support breeding enterprises to build disease-free communities. Strengthen quarantine supervision of breeding, slaughtering and other links in accordance with the law, standardize the issuance of certificates and listing, and establish animal health archives. Increase the frequency of monitoring during high-incidence seasons and closely grasp the dynamics of the epidemic. Implement the main responsibility for epidemic prevention and control in farms (households), and supervise the implementation of relevant systems and regulations for epidemic prevention. Standardize the management of live poultry markets, improve biosecurity measures for live poultry business sites, and implement a system of disinfection for market closures. By 2025, the purification rate of highly pathogenic key animal diseases in breeding poultry farms will reach 100%.

(5) Improve the level of slaughtering and processing. Coordinate the planning, layout and construction of poultry slaughterhouses, support the development of slaughtering and processing industries in the main breeding areas, promote the centralized slaughtering of poultry in the main urban areas, and integrate and upgrade existing slaughterhouses and substitute slaughterhouses (points) around urban areas and rural areas according to local conditions. Guide slaughtering enterprises to transform and upgrade in production technology, facilities and equipment, inspection and testing, environmental protection, etc., and encourage large-scale breeding and slaughtering and processing enterprises to adopt means such as technology introduction and independent innovation to extend the industrial chain and improve deep processing capabilities. By the end of 2025, the annual slaughtering and processing capacity of poultry in the province will reach more than 800 million birds.

(6) Promote the transformation of chilled fresh sales. Strengthen the construction of cold chain logistics infrastructure, improve the circulation and distribution system of cold and fresh poultry meat products, and guide the formation of a new mode of production and consumption. Encourage aquaculture enterprises to extend the industrial chain to the slaughtering cold chain link to achieve "point-to-point" terminal sales of products. In Fuzhou, Xiamen, Quanzhou and other large and medium-sized cities to cultivate a number of regional agricultural product distribution centers and chilled, frozen poultry products monopoly area, equipped with the use of new cold chain logistics equipment, improve the origin of pre-cooling, preservation transportation and rapid testing facilities, guide qualified shopping malls, supermarkets, meat dealers to participate together, expand the scope of distribution of fresh and frozen products, to achieve organic connection and efficient operation of all links from wholesale to retail. Fuzhou and Xiamen should comprehensively promote the listing of poultry products on the frozen market and gradually cancel the live poultry trade; other regions should gradually increase the market share of chilled poultry products. (7) Realize the transformation of green development. (8) Improve the level of brand building. Cultivate a number of poultry product brands with strong influence, create regional public brands and well-known brands such as Hetian chicken and Gwangyang layer chicken, support the cultivation of a number of well-known enterprises of Fujian and Chinese famous brand poultry products and poultry, and promote the "Fu Bird" brand to become a green Fujian "golden signboard". Using emerging sales means such as e-commerce and "Internet +", and with the help of promotion channels such as expos and trade fairs, strengthen the marketing of the "Lucky Bird" brand. Support poultry meat production enterprises to expand exports and improve the international popularity of poultry meat products in our province. By 2025, more than 10 poultry Fujian famous brand agricultural products and Fujian agricultural products regional public brands will be created.

III. Strengthen safeguards

Further expand the coverage of facility agricultural insurance, gradually include meat, poultry, egg and duck breeding into the scope of facility agricultural insurance protection, and promote the expansion of poultry breeding insurance scale. Change the mode of financial input, guide all kinds of capital to invest in poultry production, poultry seedling breeding, feed production, slaughtering and processing, cold chain logistics, technical services and other fields in accordance with the law and compliance, focus on supporting small and medium-sized poultry breeding, processing, circulation enterprises to explore the establishment of breeding industry investment funds, and promote the poultry industry in our province to become stronger and bigger.

(3) Implement financial support. Guide financial institutions to tilt credit to the poultry industry, promote the construction of large-scale and standardized poultry breeding, and must not blindly restrict loans, draw loans, or break loans. Encourage the provision of supply chain financing services around poultry breeding, processing, sales and other links of the industrial chain, actively develop farmland mortgage business, and explore the inclusion of breeding poultry houses and large-scale breeding machinery into the scope of pledge. The Provincial Agricultural Credit Guarantee Company and other government financing guarantee institutions at all levels should take the initiative to carry out financing guarantee business for breeding entities above designated size, and reduce the financing guarantee rate in a timely manner.
