In order to implement the spirit of the National Sports System Work Conference on Strengthening Event Safety Management and related notices, further strengthen bottom-line thinking, and strengthen the safety management of various sports events at all levels in Shanghai, on the afternoon of June 9, the Shanghai Municipal Sports Bureau held a working conference on strengthening event safety management.

The meeting issued the Notice of the Shanghai Municipal Sports Bureau on Printing and Distributing the Guidelines for The Holding of Sports Events during the Normalization of Epidemic Prevention and Control in Shanghai (The Third Edition) (hereinafter referred to as the "Guidelines") and the Supplementary Notice of the Shanghai Municipal Sports Bureau on Further Strengthening the Safety Management of Sports Events (hereinafter referred to as the "Supplementary Notice").

Xu Bin, secretary of the party leading group and director of the Shanghai Municipal Sports Bureau, attended the meeting and delivered a speech. Xu Bin pointed out that it is necessary to firmly adhere to the bottom line of safety, tighten the string of safety at all times, do a solid job in the safety management of event activities, and effectively safeguard the health and life safety of the people.

It is necessary to enhance the sense of responsibility, go all out and do our best, strictly implement the leadership mechanism of the "number one" taking overall responsibility, and ensure that the responsibility is implemented to specific departments and personnel.

It is necessary to strengthen risk prevention, carry out a three-month special rectification action for sports events throughout the city, start a full-coverage risk investigation work, keep an eye on key areas, key places, and key parts, conscientiously sort out the risk points of potential safety hazards, and come up with targeted safety precautions in different categories.

It is necessary to strengthen supervision and management, strengthen the management of the event organization, strengthen the management of standards and norms, strengthen the management of assessment and certification, strengthen the management of industry integrity, accurately implement policies, and supervise the whole process to ensure that no safety issues occur in the event.

Previously, the casualties of the Gansu Baiyin Public Safety Incident were very painful and the lessons were very profound. Recently, in accordance with the deployment of the State General Administration of Sport on further strengthening the safety of events, the Shanghai Municipal Sports Bureau has quickly checked the situation of sports events in the city, studied countermeasures, and timely issued the "Notice of the Shanghai Municipal Sports Bureau on Further Strengthening the Safety Management of Sports Events".

On the basis of the previous notice, the "supplementary notice" issued today further consolidates the safety responsibilities of the main body of the event, focuses on checking the hidden risks of various events at all levels, comprehensively launches the safety risk assessment of sports events, carries out special rectification work for sports events in stages, and not only puts forward "qualitative requirements" for the safety management of event activities, but also puts forward "quantitative indicators", which are more pragmatic, more specific and more operational.

The "Supplementary Notice" makes it clear that all kinds of sports events held in the administrative region of the city for the society are resolutely consolidated in accordance with the principles of "who hosts, who is responsible", "who approves, who is responsible", "who is in charge, who is responsible", and resolutely consolidates the responsibilities of all parties involved in the safety management of the event.

The meeting made it clear that, according to the requirements of the State General Administration of Sport, the first is to immediately suspend emerging high-risk sports events such as mountain cross-country, Gobi crossing, wingsuit flight, ultra-long-distance running, etc., such as unclear management responsibilities, imperfect rules, and unclear safety protection standards;

The second is to carefully sort out the road running events (marathon, half marathon, 10 km, 5 km, etc.) in the jurisdiction, strictly follow the competition organization standards and relevant requirements of the Chinese Athletics Association, conduct "one-on-one" verification, and implement the safety risk prevention and control plan, emergency response plan, epidemic prevention and control plan and event organization plan.

For events held in the city with a scale of more than 200 people, involving bicycles, triathlons, fighting, water sports, automobile and motorcycle sports, as well as in the wild, mountain, low altitude and water surface, it is necessary to achieve the "four cases" of safety risk prevention and control plan, emergency response plan, epidemic prevention and control plan and event organization plan before the race.

For events with a size of more than 1,000 people, a safety risk assessment must be carried out. The main organizer of the event shall combine the actual situation and project characteristics of the event, focus on extreme bad weather such as heavy rainfall, typhoons, high temperatures, as well as elements such as transportation, medical treatment, emergency rescue, and the "circuit breaker mechanism" of the event, implement safety risk assessment on its own or introduce a third-party institution with corresponding qualifications, and further improve the relevant work according to the assessment results, and the assessment results and improvement plans need to be filled in through platforms such as "One Netcom Office".

In the next stage, the Shanghai Municipal Sports Department will work with the Municipal Sports Federation to guide the relevant municipal individual sports associations, explore and formulate guidelines for the safety risk assessment of events, and disclose them to the public. At the same time, the safety risk assessment is included as an important indicator in the brand certification of the event and the demonstration of the public event.
