On September 20, at a press conference held in Moscow, Pamphilova, chairman of the Central Election Commission of the Russian Federation, briefed the outside world on the counting of votes in the State Duma elections.

After counting 99.7% of the vote, the ruling party of the Russian Federation, the United Russia Party, maintained its position as the largest party in parliament (with 49.84% of the vote), followed by the Russian Federal Communist Party with 18.95%, the Liberal Democratic Party in third place with 7.5%, and the fourth place was impartial Russia, for the sake of truth, 7.45%. Fifth place was the New People's Party, at 5.33 per cent.

As a result, five political parties overcame the 5% electoral threshold and successfully entered the State Duma to participate in the allocation of seats. If we make a brief summary of the elections to the State Duma, we can find:

First of all, this is the first time since 1999 that Russia has more than 4 political forces entering the Duma. Twenty-two years ago, the State Duma at that time had six major political parties: the Communist Party of the Russian Federation, the United Russia Party, the Zhirinovsky Group, the Yabolu Group, the Fatherland-All-Russia, and the Right-Wing Alliance of Forces.

Secondly, the Communist Party of the Russian Federation has made remarkable progress, winning the biggest victory since the 1996 elections, in 2021, the Russian Communist Party won 18.96% of the popular vote, which also far exceeded the 13.34% of the Seventh State Duma in 2016, and the Russian Communist Party became the second largest party in the Russian Parliament, freed from the close entanglement with the Liberal Democratic Party.

Third, there is the rapid rise of the center-right party , the New People 's" Party. The rapid development of this political party founded in 2020 is related to its well-targeted political platform and appeal to young people. The party's major breakthrough in parliamentary elections in less than two years demonstrates how quickly Russia's political ecology is evolving. The New People's Party has also become the first new party to enter parliament since 2007.

Fourth, the United Russia Party has been hit to a certain extent, but its ruling foundations in Russia are solid. Although the united Russia party's voter support rate fell from 54.2% in 2016 to 49.8%, as in 2016, Russia's ruling party won in the vast majority of single constituencies – winning 198 of the 225 constituencies.
