On October 17, the website of the Heilongjiang Provincial Commission for Discipline Inspection announced that Zhu Hui, former secretary of the Hulan District Party Committee of Harbin City, had been expelled from the party and dismissed from public office for serious violations of discipline and law.

The circular said that Zhu Hui violated political discipline by transferring hidden evidence to resist organizational scrutiny; violating organizational discipline by using his power or position to influence others to seek benefits and accept money and goods in the area of job promotion and post adjustment; violating honesty and discipline by accepting gifts, gift money, and consumption cards; violating the discipline of life and maintaining improper relations with many people for a long time; using his power or position to influence others to seek benefits and illegally accept huge amounts of property; abusing his power, causing huge economic losses to the state, and being suspected of accepting bribes and abusing his power.

As a leading cadre who is a party member, Zhu Hui has lost his ideals and convictions, has no sense of purpose, is disloyal and dishonest to the party; is lazy and greedy, acts arbitrarily and arbitrarily, and acts as a "protective umbrella" for the illegal business activities of local criminal and evil forces; sells officials and lords, engages in power and money transactions, and wantsonly collects money to accumulate wealth; his life is indulgent, his morality is corrupt, and he still does not restrain or accept his hands after the Eighteenth National Congress of the Party, seriously violating the party's discipline and state laws, constituting a violation of the law of his duties, and is suspected of accepting bribes and abusing his power, which is of a bad nature and the circumstances are serious. In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China," the "Supervision Law of the People's Republic of China," and other relevant provisions, after being discussed at a meeting of the Standing Committee of the Provincial Discipline Inspection Commission and reported to the provincial party committee for approval, it was decided to give Zhu Hui the punishment of expulsion from the party; the provincial supervision commission should give him the punishment of dismissal from public office; confiscate the proceeds of his violation of discipline and law; and transfer his suspected crimes to the procuratorial organs for examination and prosecution according to law, and the property involved was transferred with the case.

Zhu Hui was investigated on June 30 this year, when the Discipline Inspection Commission reported that he was suspected of serious violations of discipline and the law and acted as a "protective umbrella" for triad organizations.

According to the public resume, Zhu Hui, born in January 1962, is a native of Hulan, served as the mayor of Hulan District in 2011, the secretary of the district party committee from January 2015 to December 2017, and the bureau-level cadre of the district party committee at the end of 2017 until this year.

Between June and July this year, in a 22-day period, as many as 14 officials in Hulan District, including Zhu Hui and Yu Chuanyong, the former mayor of Hulan District, who had teamed with him, were dismissed because of the "protective umbrella" of triad organizations and triad groups. These 14 are all Harbin natives, of which 8 are explicitly Hulan in their resumes; 14 have been working in Harbin, of which 11 have been serving in Hulan District for a long time; and 3 have retired.

Prior to this, the 14th Supervision Group of the Central Committee for Combating Organized Crime and Eliminating Evil Forces was officially stationed in Heilongjiang on June 5, headed by Yao Zengke, chairman of the Jiangxi Provincial Committee of the Chinese People's Political Consultative Conference, and Zhang Sujun, former vice minister of the Ministry of Justice.

Five days later, on June 10, the first group of the 14th Supervision Group of the Central Committee for Combating Organized Crime and Eliminating Evil Forces sank to Harbin City to carry out the supervision of the special struggle against organized crime and evil forces. The next day, the first group sank to Hulan District.

By the end of June, the supervision group had given feedback to Heilongjiang twice.

On June 20, Harbin held a press conference on the special struggle against organized crime and evil forces. According to the data released at the scene, since the 14th Supervision Group of the Central Committee for Combating Organized Crime and Eliminating Evil Forces has sunk harbin city to supervise, it has excavated and transferred 20 "protective umbrella" clues through law enforcement, mobilizing detainees, and accepting reports from the masses; it has carried out a preliminary investigation of 6 "umbrella" clues behind cases involving criminal syndicates and vices transferred by the Discipline Inspection Commission.
