When making a report, the informant shall register relevant circumstances such as his real name, resident identity card or other valid certificate number, and contact telephone number.

In addition, if the informant anonymously reports a complaint, or reports the same fire safety violation multiple times, or there is no clear object of the complaint or fire safety violation, it may not be accepted.

What is the scope of hotline acceptance and investigation?

When the following fire hazards or fire safety violations are found, the whistleblower can call the "12345" hotline to report the complaint:

1. Public gathering places have not passed the fire safety inspection and have been put into use for business without authorization;

2. The configuration and setting of fire fighting facilities, equipment or fire safety signs do not conform to national standards or industry standards, or are not kept intact and effective;

3. Damage, misappropriation, or dismantling or deactivation of fire fighting facilities or equipment without authorization;

4. Occupying, blocking, or closing evacuation channels, safety exits, or other conduct that obstructs safe evacuation;

5. Burying pressure, encircling, or obscuring fire hydrants or occupying fire spacing;

6. Occupying, blocking or closing the passage of fire trucks, obstructing the passage of fire trucks;

7. Obstacles affecting escape and fire fighting and rescue are set up on the doors and windows of crowded places;

8. The place where inflammable and explosive dangerous goods is produced, stored or operated is set up in the same building as the place of residence, or the place of residence is not maintained at a safe distance;

9. The place where other items are produced, stored or operated is set up in the same building as the place of residence, which does not meet the technical standards for fire control in national engineering construction;

10. The use of fire-fighting products that do not conform to market access, are unqualified or are explicitly eliminated by the state;

11. Fire control technical service institutions and their personnel practicing in violation of regulations;

12. Other fire safety violations.
