Recently, the Anhui Discipline Inspection and Supervision Network released news that the Anqing City Intermediate People's Court publicly pronounced a verdict in the bribery case of Chen Peng, former secretary of the party committee and chairman of the Anhui Rural Credit Cooperatives United Society (hereinafter referred to as the "Anhui Provincial United Society"), sentenced Chen Peng to 13 years and 6 months in prison and fined him 5 million yuan for accepting bribes; and confiscated chen Peng's property and fruits obtained from bribery and handed them over to the state treasury. After the verdict was pronounced, Chen Peng said in court that he would obey the verdict and would not appeal.
According to the 21st Century Business Herald reporter, since Chen Peng's downfall in April last year, 13 senior executives in the Anhui Rural Credit Cooperatives system have been dismissed. In the past two years, the rural credit system in many provinces across the country has also set off an anti-corruption storm.
<h4>Chen Peng was reported and accepted bribes by the former chairman of Tongcheng Rural Commercial Bank </h4>
According to the official website of the Anhui Provincial Association, the association was established on December 18, 2004, and is jointly funded by 83 county (city, district) level associations in the province. As of the end of 2020, its total assets reached 1541.279 billion yuan, an increase of 149.121 billion yuan or 10.71% over the beginning of the year.
When Chen Peng was investigated, he had been transferred out of the Anhui Provincial Rural Credit System, and had previously worked in the Anhui Provincial Associated Press for 11 years.
According to public information, Chen Peng entered the Anhui Provincial Federation in January 2008 and successively served as the director, vice chairman, deputy secretary of the party committee, secretary of the party committee, director and chairman of the board of directors of the provincial federation, and in February 2019, he became a member of the Standing Committee of the Anhui Provincial Committee of the Chinese People's Political Consultative Conference and the director of the Agricultural and Rural Committee. In April 2020, the Anhui Provincial Commission for Discipline Inspection released the news that Chen Peng was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision and investigation.
According to the investigation, Chen Peng's path to bribery and crime can be traced back to 20 years ago. The court found that from 2001 to 2020, Chen Peng took advantage of his position as secretary of the Dangtu County CPC Committee, member of the Standing Committee of the Ma'anshan Municipal CPC Committee, member of the Standing Committee and vice mayor of the Lu'an Municipal CPC Committee, deputy secretary of the Party Committee, vice chairman, director, party secretary, and chairman of the Provincial Associated Press, as well as the convenience of his authority or position, to seek benefits for relevant units and individuals in the areas of selling insurance business, project contracting, project loans, supply of drugs, and personnel adjustment, and has repeatedly illegally accepted property given by others, directly or in collusion with others. A total of more than 78.58 million yuan is equivalent, of which more than 41.61 million yuan has not yet been actually obtained, which is an attempted crime.
At trial, the court held that Chen Peng's conduct constituted the crime of accepting bribes, and the amount was particularly huge and should be punished according to law. In view of the fact that Chen Peng's acceptance of some of the property was an attempted crime, he was able to truthfully confess his crime after arriving at the case, voluntarily confess most of the facts of accepting bribes that the case-handling organs had not yet grasped, report and expose the clues of others' crimes and verify that they were true, voluntarily admit guilt and accept punishment, actively return the stolen goods, and most of the stolen money and stolen goods involved in the case have been recovered into the case, and have statutory and discretionary mitigating or mitigated punishment circumstances, and may be given a lighter punishment in accordance with law. The Court accordingly rendered the above judgment.
It is worth noting that Chen Peng was investigated thanks to the report of Su Shaoyun, the former chairman of the Tongcheng Rural Commercial Bank.
According to the judgment document network, from 2009 to January 2016, when Su Shaoyun was the party secretary and chairman of the Tongcheng Rural Commercial Bank, he took advantage of his position to seek benefits for others, and successively accepted bribes totaling 214.47 million yuan from the chairman, legal representative and subordinates of several companies, and fled in March 2016. In October 2019, Su Shaoyun voluntarily returned to China to surrender and reported others for paying bribes to Chen Peng.
<h4>The rural credit system in many places has set off an anti-corruption storm </h4>
In November 2020, six months after the first officer was investigated, Sun Bin of the Rural Credit Cooperatives system in Anhui Province was also subject to disciplinary review and supervision and investigation for suspected serious violations of discipline and law.
On October 19 this year, the Xuancheng Intermediate People's Court held a public trial of Sun Bin, former member of the party committee and deputy director of the Anhui Rural Credit Cooperatives United Society, on suspicion of accepting bribes.
The public prosecution alleged that from 2005 to 2020, defendant Sun Bin took advantage of his position as director of the Office of the Anhui Provincial Associated Press, party committee member, deputy director, and vice mayor (suspended post) of the Hefei Municipal People's Government to seek benefits for relevant units and individuals in handling loans, business cooperation, and other matters; The total amount of property and property from others was RMB17,468,065,000, of which RMB6 million was unsuccessful. Sun Bin had no objection to the charges and facts of the crime charged by the public prosecution organs, and expressed his remorse in court.
According to incomplete statistics from the 21st Century Business Herald reporter, after Chen Peng was investigated, including Sun Bin, 13 cadres in the Anhui Rural Credit System were dismissed successively, including 3 from the Anhui Provincial Associated Press, 2 each from the Huaiyuan Rural Commercial Bank, the Jinzhai Rural Commercial Bank, and the Yingdong Agricultural Commercial Bank, and 1 each from the Anhui Tainong Commercial Bank, the Anqing Agricultural Commercial Bank, the Fengtai Agricultural Commercial Bank, and the Bengbu Agricultural Commercial Bank.
It is worth mentioning that since the 19th National Congress of the Communist Party of China, the rural credit systems of nearly 10 provinces such as Liaoning, Shaanxi, Anhui, Sichuan, Inner Mongolia, Shanxi, Hainan, and Shandong have successively set off anti-corruption storms, especially in the past two years.
Last year, the top leaders and leading bodies of the rural credit system in Shaanxi Province, Anhui Province, Shanxi Province, and the Inner Mongolia Autonomous Region were Zhao Yongjun, former secretary of the party committee and chairman of the Board of Directors of the Shaanxi Rural Credit Union, Chen Peng, former secretary of the party committee and chairman of the Anhui Provincial Rural Credit Union, Cui Lianhui, former secretary of the party committee and chairman of the Shanxi Rural Credit Union, Tong Tieshun, former secretary of the party committee and chairman of the Inner Mongolia Autonomous Region Rural Credit Union; Wang Xia, member of the party committee of the Anhui Rural Credit Union; and Sun Bin, member of the party committee and deputy director of the Anhui Rural Credit Union. In March this year, Yang Jianxin, the former director of the Shaanxi Rural Credit Cooperatives Union, was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision and investigation; in April, Wang Zhongyin, secretary of the party committee and chairman of the Liaoning Rural Credit Cooperatives United Society, was subject to review and investigation.
Regarding the frequent corruption of the rural credit system, Mo Kaiwei, a researcher at the China Institute of Local Finance, analyzed, "The provincial federation is nominally an operation and management agency, but in fact it is a government administrative agency, and the county rural commercial bank it manages is an enterprise operation unit." Under this management system, the power of people, money, and materials is excessively concentrated in the provincial federation, and although the provincial federation is nominally under the dual supervision of the provincial government and the provincial financial supervision, in fact its various powers have not been effectively restrained. ”
