Three Secretaries-General of the HKSAR Government: Fully support the Chief Executive's administration

On October 6, Carrie Lam, chief executive of the Hong Kong Special Administrative Region, delivered her 2021 Policy Address at the Legislative Council. After the release of the report, the three directors of the Hong Kong SAR Government said that they would fully support the Chief Executive's administration, actively cooperate with the new measures proposed in the Policy Address, and create new advantages for Hong Kong.

The Chief Secretary for Administration of the HKSAR Government, Mr Lee Ka-chiu, said that the Policy Address attaches great importance to handling social and people's livelihood affairs, with a special chapter mentioning the importance of "one country, two systems", safeguarding the constitutional order of the HKSAR and safeguarding national security, as well as the restructuring of the HKSAR Government and the selection and appointment system for senior officials. He believes that this can break the old rules and regulations, and it is an institutional and ideological innovation, so as to ensure that "those who have the ability live in it" and make Hong Kong effectively governed.

Li Jiachao also pointed out that the development strategy of the "Northern Metropolitan Area" mentioned in the Policy Address is a diversified concept with full connotation, forward-looking and innovative thinking, both development and conservation, in line with the national "14th Five-Year Plan" and the "Qianhai Plan". He believed that the Northern Metropolitan Area and the traditional Victoria Harbour Metropolitan Area would complement each other, bringing Hong Kong's overall development and pattern to another level, bringing unlimited opportunities and new advantages.

Lee Ka-chiu said that he would fully support the Chief Executive's administration, actively promote cross-departmental co-ordination in various fields, and actively strive for orderly customs clearance with the mainland and coordinate the celebration of the 25th anniversary of Hong Kong's return to the motherland.

The Financial Secretary of the HKSAR Government, Paul Chan Mo-po, believes that the Policy Address is rich in content and covers a wide range of areas, and makes long-term plans for Hong Kong's future social and economic development. He indicated that he would do his best to cooperate with the measures set out in the policy address in terms of financial resources.

Chen Maobo said that in the face of the complex and changeable economic pattern and the uncertainty brought about by the new crown epidemic to the global economic recovery, he will continue to abide by the principle of "prudent financial management, what should be made", bail out the public, provide necessary support for small and medium-sized enterprises, and retain financial strength to ensure financial stability, cope with known and unknown situations and needs, and stabilize the economy and people's livelihood.

The Secretary for Justice of the HKSAR Government, Mr Cheng Ruohua, said that in full cooperation with the Policy Address, the new measures of the Department of Justice mainly have four areas, including striving to build Hong Kong into an international legal and dispute resolution service center in the Asia-Pacific region; promoting the community's correct understanding of the rule of law; strengthening the centripetal force of the whole society, enhancing the publicity of the Constitution and the Basic Law and national security education; and recruiting legal talents.

Cheng also said that he would attend the meeting of the Judicial and Legal Affairs Committee of the Legislative Council of Hong Kong next Monday (11th), at which time he would further explain the new measures and other key measures of the Department of Justice.
