According to the "South Wind Window", the Central Xinjiang Work Coordination Group was established in 2000, led by the Central Political and Legal Commission, and composed of the CPC Central Committee, the State Council, the Armed Police Force and the Xinjiang Autonomous Region. On April 29, 2003, the Central Xinjiang Work Coordination Group held its first meeting.

According to a 2014 surging news report, since its inception, the head of the Central Xinjiang Work Coordination Group has been concurrently held by the Standing Committee of the Politburo.

However, the chairman of the National Committee of the Chinese People's Political Consultative Conference served as the head of the Central Xinjiang Work Coordination Group after the 18th Party Congress.

In May 2013, Yu Zhengsheng, then a member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference, made his first inspection of the southern Xinjiang region as the leader of the group.

At that time, some media said that the chairman of the CppcC National Committee served as the head of the central Xinjiang work coordination group, which was the first time since the establishment of the work coordination group.

One fact is that in recent years, the work of aiding Xinjiang in various localities has achieved remarkable results.

Xinhua News Agency said in a july 19 article that in the spring of 2010, a new round of counterpart assistance to Xinjiang was launched, and the central ministries and commissions and 19 provinces and cities such as Beijing and Shanghai joined hands to help Xinjiang's social stability and long-term peace and stability.

"With the help of the whole country, millions of people in Xinjiang have been lifted out of absolute poverty, and the land of Xinjiang has been revitalized, ushering in the best period of development in history."

In addition, last year's data show that from 2014 to 2019, the central government's transfer payments to the Xinjiang Uygur Autonomous Region and the Corps increased from 263.69 billion yuan to 422.48 billion yuan, an average annual growth of 10.4%, and a total of more than 2 trillion yuan in support of Xinjiang in six years.

The 19 provinces and cities that aidEd Xinjiang have comprehensively strengthened all-round counterpart support, with a total investment of 96.4 billion yuan in aid funds (including the Corps), the implementation of more than 10,000 projects to aid Xinjiang, the introduction of 1,684 billion yuan of funds in place for enterprises in Xinjiang provinces and cities, and the investment of central enterprises of more than 700 billion yuan.

At the july 21 meeting, Wang Yang affirmed the past work of aiding Xinjiang:

In recent years, all relevant parties have overcome the adverse effects of the new crown pneumonia epidemic, accurately grasped the direction and focus of counterpart assistance to Xinjiang in the new era, focused on the urgent difficulties and anxieties of the people of all ethnic groups in Xinjiang, effectively supported Xinjiang's economic and social development, poverty alleviation, and improvement of people's livelihood, promoted the great unity of the Chinese nation, and fully demonstrated China's political and institutional advantages.

In addition to affirming the past work, Wang Yang also made arrangements for the next work:

It is necessary to adhere to the tilt of capital projects to the people's livelihood, to the grass-roots level, and to key areas, and help the recipient areas consolidate and expand the results of poverty alleviation and promote rural revitalization.

It is necessary to persistently regard intellectual assistance to Xinjiang as the focus of work, expand the field of "group-style" assistance to Xinjiang, and improve the quality of the work of selecting and dispatching cadres and talents.

It is necessary to pragmatically promote industrial assistance to Xinjiang, base on the new development stage, implement the new development concept, find the entry point for services and integration into the new development pattern, plan the industrial cooperation and project layout during the "14th Five-Year Plan" period, and support the recipient areas to enhance the "hematopoietic" function.

It is necessary to thoroughly implement the cultural enrichment of Xinjiang, adhere to the combination of "bringing in" and "going out", promote the excellent regional culture of Xinjiang and the excellent cultural exchanges and mutual learning of various ethnic groups in the interior, and enhance the identification of the masses of all ethnic groups in Xinjiang with Chinese culture.

It is necessary to put the promotion of exchanges, exchanges, and blending among various nationalities in a more prominent position, promote the multi-level, multi-field, and multi-form interaction between the masses of all nationalities inside and outside Xinjiang, and truly turn the work of aiding Xinjiang into a project for promoting development, a project for national unity, and a project for uniting people's hearts.

Two key words are worth mentioning.

First, people's livelihood.

At the Seventh National Counterpart Support Xinjiang Work Conference two years ago, Wang Yang also specifically mentioned the issue of people's livelihood - we must adhere to the priority of people's livelihood, focus on poverty alleviation and expand employment, and more inclined capital projects to the grass-roots level to solve the most direct and realistic interest problems that the masses are most concerned about.

At this meeting, Wang Yang stressed that funds should be tilted toward the people's livelihood, grass-roots units, and key areas.

Second, "cultural enrichment".

This is not the first time that there has been an official mention of cultural enrichment.

The Third Central Xinjiang Work Forum held in September 2020 also mentioned this issue:

At present and for some time to come, to do a good job in Xinjiang work, we must completely and accurately implement the party's strategy for governing Xinjiang in the new era, firmly twist the overall goal of Xinjiang's work, govern Xinjiang according to law, unite and stabilize Xinjiang, run Xinjiang culturally, enrich the people and rejuvenate Xinjiang, and build Xinjiang for a long time, take the modernization of the governance system and governance capacity as the guarantee, think more long-term strategies, do more to consolidate the foundation, and strive to build a socialist Xinjiang with Chinese characteristics in the new era of unity and harmony, prosperity, civilization and progress, living and working in peace and contentment, and a good ecology.

At the Seventh National Work Conference on Counterpart Support for Xinjiang, Wang Yang also mentioned this problem - it is necessary to do a solid job in cultural education to aid Xinjiang, deeply promote the cultural project of Xinjiang, and build a common spiritual home for all ethnic groups.
