On July 20, the Shishou Municipal People's Court of Jingzhou pronounced a first-instance judgment on Ji Gaohong and 21 other defendants suspected of organizing, leading, and participating in a mafia-type organization, forced trading, picking quarrels and provoking trouble, intentional injury, loan fraud, and dangerous driving.
After investigation, at the end of 2012, Han Li, the main shareholder of the former Xingwang Meat Industry Co., Ltd., in order to change the company's loss situation, invited Ji Gaohong, who had "power" in Shishou, to join the Xingwang company. In order to monopolize the pork supply market in ShishouCheng District, Ji Gaohong, with the consent of the company's shareholders Han Li, Chen Zunyi and others, set up a so-called "market obligation supervision team" with Tang Jun (sentenced in 2001 for committing forced trading and picking quarrels and provoking troubles) and Zhan Weiping as the "main and vice captains".

Defendants Han Li, Chen Zunyi, Tang Jun, Zhan Weiping, Liu Jidong, Zou Chengxiong, and 6 others actively participated in mafia-type organizations, and were sentenced to 8 years and 6 months to 6 years and 3 months imprisonment for several crimes and sentenced to 8 years and 6 months in prison, and were also sentenced to confiscation of personal property and fined;
Defendants Li Bin, Li Rong, Xia Yun, Tian Xiaoyi, and 13 others were convicted of participating in a mafia-type organization, and were sentenced to fixed-term imprisonment of 3 to 2 years and fined for several crimes;
Defendant Xia Moulian committed the crime of forced trading and was sentenced to 10 months' imprisonment and fined.

In February 2018, Yang Weichang gathered others to go to a video game city, slashed the employees of the video game city with a kitchen knife, and smashed the video game city. After forensic medical evaluation, the degree of injury of the victim Hu Moumou was slight. In July 2018, the Tianmen Municipal Public Security Bureau chased the defendant Nie Chefei online. In November 2019, Nie Chefei voluntarily surrendered to the Tianmen Municipal Public Security Bureau and truthfully confessed the above facts that he and others were picking quarrels and provoking trouble.
The Tianmen Court held that defendant Nie Chefei was invited and instructed by Yang Weichang to participate in random beatings of others, arbitrarily destroying other people's property, seriously affecting the normal operation of others and undermining social order, and his behavior had constituted the crime of picking quarrels and provoking troubles. The charges charged by the public prosecution were convicted.
Defendant Nie Chefei knew that Yang Weichang and others often gathered together in order to jointly commit illegal crimes, but still participated in illegal and criminal activities in accordance with the organization, planning, and command of the aggregators, and was a member of the illegal and criminal organization of the evil forces.
Defendant Nie Chefei voluntarily surrenders after committing a crime and truthfully confesses the facts of his crime, is a voluntary surrender, admits the facts of the alleged crime, is willing to accept punishment, and may be given a lighter punishment in accordance with law. Yang Weichang's evil forces gang obtained the forgiveness of the victim Hu Moumou by compensating for losses, and could give defendant Nie Chefei a lenient punishment.
Based on this, the Tianmen Municipal People's Court rendered a judgment: Nie Chefei was sentenced to 1 year's imprisonment for the crime of picking quarrels and provoking trouble.
