On November 26, the surging news (www.thepaper.cn) learned from the Guangzhou Municipal Water Affairs Bureau that in order to solve the problem of insufficient flood control and drainage capacity in some areas, Guangzhou Zengcheng District will officially launch a comprehensive flood control and drainage project in the southern area in the near future.

After investigation, demonstration and analysis, the lack of flood control and drainage capacity in the southern area of Zengcheng District of Guangzhou City is mainly due to three major reasons, one is that the urbanization process in the upper reaches of the river basin is accelerating, and the original mountain ponds and green areas are hard bottomed out in a large area, resulting in insufficient storage capacity; second, there are many bottlenecks in the middle reaches of the river basin, and the guangzhou-Shenzhen railway, Guangzhou-Shenzhen expressway, Guangyuan Expressway, 107 National Highway and other traffic arteries span the river, and the overflow capacity of reserved boxes and culverts is seriously insufficient, forming a bottleneck, and the rainwater cannot be discharged downstream in time; third, there is no strong drainage facility downstream of the river basin. Lack of ability to cope with tidal top bracing situations during heavy rains, unable to quickly discharge water to the East River.

In accordance with the idea of "watershed governance, system governance, and source governance", Zengcheng takes the river basin as the system, drainage zoning as the unit, combines storage and drainage, and the content of rectification and construction includes reservoir excavation and transformation, storage area and wetland construction, opening up the bottleneck of river overcurrent, widening and dredging of the river, construction of sluice stations, etc., and will simultaneously carry out projects such as river dredging, embankment reinforcement and restoration, and ecological wetland construction, to create a "model area" leading the construction of sponge city and the construction of green water and green mountains.

Among them, the comprehensive improvement of flood control and drainage in the Phoenix-Emerald Oasis area adopts three engineering measures of "upper storage, middle dredging and lower drainage": "upper storage", improving the upstream regulation and storage capacity, storing floods, reducing the pressure of downstream flooding, and planning to build two new storage areas; build new underground storage ponds under the Phoenix swimming pool; and excavate 4 reservoirs such as the White Crane Shrimp Reservoir.

In terms of "middle dredging", in view of the problems such as many bottlenecks and poor water flow in the middle reaches, the project will take the key bottleneck of the river "bayonet" as the focus of rectification, requiring the Emerald Oasis Community to expand and transform the internal pipe culvert, outlet box culvert and water-blocking river channel according to the standard; further dredge the box culvert of the Phoenix Water across the Guangzhou-Shenzhen Railway, the Guangzhou-Shenzhen Expressway, and the Guangyuan Expressway, and widen the river channel under the Guangzhou-Shenzhen Expressway Bridge to improve the flow of water.

In terms of "lower discharge", the Shuinan Tributary will be widened from 16 meters to 25 meters, the cross-flow capacity of the Shuinan Tributary will be increased, and a sluice station with a scale of about 80 cubic meters per second will be built at the outlet of the Shuinan Tributary and the Wenyong To increase the downstream tide blocking capacity.

The construction project of The Yonghe River Diversion and Storage Area in Xintang Town will build a 186,000-square-meter reservoir with a storage capacity of 248,000 cubic meters, and 4 new water diversion and control sluices and 1 replenishment pumping station.
