Since being approved at the end of 2016 to become the first batch of "13th Five-Year" marine economic innovation and development demonstration cities in China, Binhai New Area has clearly focused on promoting the collaborative innovation of the industrial chain of marine high-end equipment and seawater desalination industry and industrial incubation and agglomeration innovation, and has made every effort to create a "blue economy" business card and identified 26 demonstration projects. During the construction of the demonstration city, the supported enterprises invested a total of 406.1 billion yuan in new equipment, research and development and materials. It has built the marine engineering equipment manufacturing industrial cluster in the Lingang Economic Zone and the marine equipment industrial cluster in the marine high-tech zone, formed 17 marine strategic emerging industrial chains, with 7 leading enterprises, 45 incubation of small and medium-sized enterprises, 38 high-tech enterprises, 363 new effective invention patents, 59 new project industry and above standards, 14 new brands, 45 enterprise research and development centers, 19 public service platforms, and the ability of industrial innovation has been further improved.

On July 16, 2020, the second generation of the 10,000-meter "Haiyan-X" all-sea deep-water glider 10,000-meter abyss observation scientific expedition voyage was successfully concluded, with a maximum diving depth of 10,619 meters, refreshing the world record of 8,213 meters held by it.
"Haiyan-X" underwater glider is currently the world's only underwater glider capable of observation of 10,000 meters abyss, and its successful development has achieved a historic leap from point to continuous profile in the observation of the 10,000-meter deep sea, and also marks a major breakthrough in the key technology of China's 10,000-meter underwater glider.
The "Haiyan-X" underwater glider is developed by researchers from the School of Mechanical Engineering of Tianjin University, with completely independent intellectual property rights, and is one of the achievements of the "Underwater Vehicle Collaborative Innovation Service Platform". The "Underwater Vehicle Collaborative Innovation Service Platform" is one of the demonstration projects of the marine economic innovation and development demonstration city in Binhai New Area.
According to the project team members, as early as 2002, Tianjin University has started the research and development of underwater gliders. At present, the "Haiyan" underwater glider has formed a series of products of 200 meters, 1000 meters, 1500 meters, 4000 meters and 10000 meters at the diving depth, and has achieved breakthroughs in the low-power consumption technology of the underwater glider and the design technology of large-depth pressure-resistant shell. The project also successfully carried out three-dimensional network formation observation, and realized the three-dimensional, real-time, multi-sectional and refined observation of the whole process of marine environment and weather phenomena by underwater gliders. This is of great significance for achieving a "transparent ocean".
While iterative upgrading of products and continuous breakthroughs in key technologies, during the implementation period of the project, the "Underwater Vehicle Collaborative Innovation Service Platform" also served 44 colleges and universities, scientific research institutes, enterprises and institutions, provided consulting and training services to the outside world 54 times, provided 9 enterprises with environmentally friendly, resource-saving, high-tech value-added self-owned intellectual property achievements, presided over the compilation of 2 underwater glider series industry standard specifications, and made the collaborative innovation service platform and "Haiyan" Underwater gliders have a high reputation in China's industry.
There are many similar platform innovation projects, such as the deep-water structure full-size device composite loading and simulation simulation test platform research project also undertaken by Tianjin University, which has built a deep-water pipeline test platform that can simulate the full-size of 12,000 meters of water depth and a 14,000-meter water depth shrinkage scale, and built a deep-sea pipeline system simulation laboratory that can simulate 10,000 meters of water depth. Since the construction of the project, the cumulative economic benefits have been 364.2992 million yuan.
Innovation drives the coordinated development of the industrial chain
Majestic fans stand on the sea, and giant fan leaves rotate with the wind, becoming a beautiful scenery on the azure coastline. Wind construction on land is difficult, and offshore wind construction is even more difficult.
The multi-functional offshore construction jack-up platform "Ganghangping 9", led by Tianjin Port and Shipping Engineering Co., Ltd., has served 7 offshore wind power engineering construction projects in China. Since the beginning of this year, in the face of the epidemic, the company has "bucked the trend", and the winning bid amount of offshore wind power business has reached 5.273 billion yuan. This business has become one of the company's core businesses.
He Fubo, deputy chief engineer of the company, said that the "Ganghangping 9" is mainly used for offshore wind turbine installation and foundation pile construction. The platform was delivered in April 2018 and is the first 1,200-ton jack-up offshore construction platform in China. He said that since 2014, the company has fully entered this field. Unlike offshore oil production platforms, the operational efficiency of platform vessels is high due to the fact that offshore wind power construction needs to move positions once a week on average. The company, together with Tianhai Fusion Defense Equipment Technology Co., Ltd., Jiangsu Dajin Heavy Industry Co., Ltd., Wuhan Marine Machinery Co., Ltd. and other units, has developed and built a "Port Hangping 9" with higher operational efficiency and more suitable for China's sea conditions.
It is understood that the project has effectively built an industrial chain of multi-functional offshore construction jack-up platform, driving the integration and development of upstream and downstream enterprises. During the implementation of the project, the output value of all related enterprises in the industrial chain was increased by nearly 1.3 billion yuan.
Also driving the collaborative innovation and development of the industrial chain are a number of projects of Tianjin Changlu Hangu Salt Field Co., Ltd.
A ditch was built between the SDIC North Xinjiang Power Plant and the Hangu Salt Farm Bromine Plant (hereinafter referred to as the "Bromine Plant"), through which the concentrated seawater, a by-product of the SDIC North Xinjiang Power Plant, could extract the bromine, a chemical product that was in short supply in the market.
According to Liu Liping, deputy chief engineer of Hangu Salt Farm, the company and the Tianjin Institute of Seawater Desalination and Comprehensive Utilization of the National Oceanic Bureau, Tianjin Pengxiang Technology Co., Ltd. and other institutions to improve the bromine extraction device filler, internal components, etc., under the same material consumption conditions, the single set of device bromine extraction rate increased by 7.5%, each year can be recovered from the discharge of waste liquid more than 50 tons of bromine, so that the economic benefits of the enterprise increased by about 6.5%, reduced energy consumption by more than 10%, and promoted the quality and efficiency of the marine economy. It provides a "coastal demonstration" for the innovative development of the marine economy for the whole country.
From concentrated seawater to bromine, this industrial chain continues to extend. The concentrated seawater after bromine extraction enters the Hangu Salt Farm Marine Biotechnology Company, and after multiple processes, it can be used to cultivate salt algae rich in β-carotene to make algae powder and algal oil health products. This is also the result of the construction of a demonstration city.
