According to the public resume, He Jing, female, Han ethnicity, born in April 1973, Harbin, Heilongjiang, began working in July 1997, joined the Communist Party of China in November 1996, graduated from Peking University with a master's degree in educational economics and management, a doctor of management, and an associate professor.

He Jing worked in Harbin Institute of Technology for a long time in his early years, serving as the party secretary and vice dean of the School of Humanities and Social Sciences of Harbin Institute of Technology, transferred to the vice president of Harbin Normal University and a member of the Standing Committee of the Party Committee in December 2015, transferred to the Standing Committee of the Qiqihar Municipal Party Committee in February 2019, and then concurrently served as the director of the Propaganda Department of the Municipal Party Committee, and at the end of the year he also served as the director of the Organization Department of the Municipal Party Committee. Since June 2020, He Jing stepped down as the director of the Propaganda Department of the Municipal Party Committee and continued to serve as the standing committee member of the Municipal Party Committee, the director of the Organization Department, and the first vice president of the Party School of the Municipal Party Committee until this new appointment.
