The Quanzhou market supervision department announced five typical cases
According to the Report of Quanzhou Network on October 30, in order to ensure the food safety of Quanzhou City's network catering services and standardize the market order in the field of online catering services, since May this year, the Quanzhou Municipal Market Supervision and Administration Bureau has adhered to the principle of "online and offline consistent supervision", focusing on the problem of "rectifying the problem of dirty and chaotic stores entering the takeaway platform, strengthening the audit and supervision of takeaway businesses", seriously investigating and dealing with illegal acts of online catering services, and vigorously promoting the in-depth development of rectification actions. The reporter learned that the rectification action has filed more than 80 cases of violations of laws and regulations in online catering.
Up to now, the city has carried out data monitoring for mainstream takeaway platforms such as Meituan and Ele.me a total of 361,700 times, monitored 5623 clues to problems, increased the license publicity rate of platform access catering units to 98.75%, and increased the license compliance rate to 98.52%; handled 540 complaints and reports; carried out supervision and sampling of 1601 batches, detected 29 batches of unqualified food; filed more than 80 cases and imposed fines of 238,950 yuan.
In order to give full play to the warning and education role of typical cases, mobilize the society to participate in supervision, and form a strong deterrent to illegal operators, the Quanzhou Municipal Market Supervision and Administration Bureau announced five typical cases.
Case 1
●Jinjiang Meiling Wenneng Restaurant (Patrol Spicy Hunan Cuisine, Hairy Crab, Crayfish, Field Chicken)
Dirty business premises Employees do not have health certificates
On July 15, 2021, during the inspection of the Jinjiang Municipal Market Supervision and Administration Bureau, it was found that the garbage cans in the kitchen operation room of the business premises of Meiling Wenneng Restaurant in Jinjiang City (the name of the online merchant is: Patrol Spicy Hunan Cuisine, Hairy Crab, Crayfish and Field Chicken) were not covered, the kitchen wall was seriously moldy and dirty, and the kitchen doors, windows, and ceilings were damaged; an employee engaged in contact with directly imported food did not apply for a health certificate, and the party still refused to correct it after being ordered to make corrections.
The merchant's behavior violated the relevant provisions of the Food Safety Law of the People's Republic of China, and the market supervision department gave a warning and fined 25,000 yuan.
Case 2
●Shishi City Cai Haiyan Snack Bar (Songzhi Ji Lion City Plaza Store)
Manufacture and sale of beverages that do not meet food safety standards
On June 30, 2021, the Quanzhou Municipal Bureau of Market Supervision and Administration conducted an online supervision and sampling inspection of the beverages produced and sold by Cai Haiyan Snack Bar in Shishi City (the online merchant name is: Songzhiji Lion City Plaza Store) (batch: June 30, 2021) in accordance with the law.
After sampling inspection, the batch of beverages produced and sold by the merchant did not meet the relevant provisions of the commodity additives, and the inspection conclusion was unqualified.
After the investigation of the Shishi Municipal Market Supervision and Administration Bureau, the merchant did not add sunset yellow in the process of processing and making the batch of "violent slag male green", and the food raw material manual label green tea powder used for processing and making the batch of violent slag male green was sampled and inspected, and the actual measured value of the sunset yellow project was 0.18g/kg, and the merchant made and sold the batch of violent slag male green sunset yellow project Sampling unqualified for the food raw material hand label green milk tea powder brought in. When the merchant purchased the above food raw materials, it did not check the supplier's license and food inspection certificate.
The merchant's purchase and use of food raw materials that do not meet food safety standards violates the relevant provisions of the Food Safety Law of the People's Republic of China, and the market supervision department ordered it to correct the above illegal acts, confiscate 300 yuan of illegal gains, and impose a fine of 5,000 yuan; warn the merchant for the illegal behavior of not checking the supplier's license and food inspection certificate documents when purchasing goods.
Case 3
●Nan'an Shuitou Che Haiyue Grill (Koryoen Korean Restaurant)
Use food ingredients that have exceeded their shelf life
On May 18, 2021, when the law enforcement officers of the Nan'an Municipal Market Supervision and Administration Bureau conducted an on-site inspection of the Nan'an Shuitou Chehaiyue Barbecue Restaurant (the online merchant name is Gaoliyuan Korean Restaurant) in accordance with the law, they found that the xin ramen (shiitake beef noodles) used by the merchants had exceeded the shelf life and could not provide the supplier's license and relevant supporting documents.
The merchant's use of food raw materials that have exceeded the shelf life and the failure to perform the obligation to inspect the incoming goods violates the relevant provisions of the Food Safety Law of the People's Republic of China, and the market supervision department ordered it to correct the above illegal acts, and gave a warning, confiscated 48 packs of xin ramen (shiitake beef noodles) involved in the case, confiscated 84 yuan of illegal gains and fined 50,000 yuan.
Case 4
●Yongchun County Rosenmea Cake Shop (Rosenmia)
The merchant did not rectify the problems found in accordance with the regulations
On August 17, 2021, the Yongchun County Market Supervision and Administration Bureau inspected and found that the Yongchun County Rosenmia Cake Shop (the online merchant name is Rosenmia) had problems such as "the health of the processing area is not tidy, the garbage cans in the processing area are not covered, the staff dress is not standardized, the mounting room is not dedicated, and the processing area and the food warehouse are not divided", and immediately issued a penalty decision on the spot and a notice of correction, ordering the Rosenmea Cake Shop in Yongchun County to correct the problem within a time limit.
On August 26, 2021, the Yongchun County Market Supervision and Administration Bureau conducted a "look back" inspection of the parties concerned, and found that the merchants did not rectify the problems of "untidy health in the processing area, dirty floors and machine boards, and irregular staff dress", and the merchants did not implement the production and operation process control requirements in accordance with the regulations, violating the relevant provisions of the Food Safety Law of the People's Republic of China, and the market supervision department ordered them to correct the above illegal acts and fined them 5,000 yuan.
Case 5
●Runqianxiang Fast Food Restaurant in Quanzhou Taiwan Investment Zone (Runqianxiang Yellow Braised Chicken Rice Luoyang Restaurant)
Foodservice workers are not wearing masks
On August 3, 2021, during the inspection, the law enforcement personnel of the Market Supervision and Administration Bureau of the Quanzhou Taiwan Investment Zone Management Committee found that some catering service employees engaged in processing, production, vegetable transmission and other direct-import food contact work at runqianxiang fast food restaurant (the online merchant name is Runqianxiang Yellow Braised Chicken Rice Luoyang Store) did not wear clean masks when working.
After investigation, the merchant has not strictly implemented the provisions on wearing clean masks after being ordered to correct the same illegal acts, and its behavior violates the provisions of the "Regulations on Wearing Masks for Catering Service Employees in Fujian Province", and the market supervision department imposes a fine of 50 yuan on it.
