In fact, in order to evade inspection, some restaurants replace puffer fish with names such as "small bus" and "big bus". In September 2016, the former Ministry of Agriculture, the Food and Drug Administration and other three ministries and commissions of the state jointly issued the "Notice on Conditional Opening of the Processing and Operation of The Breeding of Redfin Oriental Pufferfish and the Breeding of Dark-striped Oriental Pufferfish", these two kinds of puffer fish should be processed by qualified agricultural product processing enterprises before they can be sold, and the puffer fish of the processing enterprises should be sourced from the puffer fish source base filed with the Ministry of Agriculture. Only the aquaculture puffer fish processing enterprises that have been reviewed by professional associations can be listed for sale according to strict processing technology requirements that remove the toxic parts of the puffer fish, and after passing the inspection and attaching a certificate of conformity.
According to the relevant provisions of China's food safety law, the live puffer fish sold by this hotel belongs to the food that the state has explicitly prohibited from producing and trading for special needs such as disease prevention, and has been suspected of violating the law.
Wu Jirong, head of the inspection section of the Nanjing Yuhuatai District Market Supervision Bureau, said: "It is indeed found that there are live puffer fish for sale at the scene, which should be an illegal act, and we will investigate and deal with it according to the relevant provisions of the Food Safety Law afterwards." The manager did not provide the purchase receipt, which is also a violation of the relevant provisions of the Food Safety Law on the request for tickets. Only formal enterprises and qualified to produce and process puffer fish can be allowed, which can be sold. The live puffer fish is a special person who comes to the market every day to inspect, and after finding it, it will be reported to the relevant departments for processing. ”
The breeding and processing of puffer fish requires national review and filing. At present, there are 16 units and 20 breeding puffer fish bases in the country that have been recorded by the state, of which the redfin oriental pufferfish is mainly marine aquaculture, and the culture is mostly in the north; the dark-striped oriental pufferfish is mainly freshwater aquaculture, mostly in the south. Live puffer fish cannot be sold directly because processing puffer fish requires specialized skills. At present, there are 7 processing technology units in the country, of which 2 are in Jiangsu. It is illegal for some restaurants to directly sell live puffer fish, and the so-called "breeding puffer fish is non-toxic" is not reliable.
Zhang Xiaosong, a member of the China Fisheries Association's Puffer Fish Catering Culture Professional Association, said: "When breeding, they are kept in captivity, such as cages used when they are raised in the sea, and the fish fry that control two or two in the cages cannot go out. But you can't control a fish or two in the sea swimming in, not leaving in the cage, this pufferfish is poisonous. Farmed puffer fish are able to control poison. ”
In addition, even if tetrodotoxin has been minimized during the culture process, it is not excluded that there are still pufferfish containing toxins.
How can consumers be sure that the processed products they buy for farmed puffer fish are safe? According to the requirements, the processing products of the breeding puffer fish should have packaging, packaging with traceable two-dimensional code, and indicate the product name, processing date, inspection and other information, consumers should pay attention to observation when purchasing.
