CCTV News: On December 17, the Hubei Provincial Commission for Discipline Inspection released the news: Zhang Qing, a former deputy inspector of the Hubei Provincial Procuratorate who has been retired for five years, has been expelled from the party.

According to the public resume, Zhang Qing, 69 years old, joined the work at the age of 15, joined the Communist Party of China at the age of 22, and his 35 years of work experience have not left the judicial post. He has worked in the Yichang Municipal People's Procuratorate for 11 years, successively serving as deputy chief procurator and chief procurator of the Wujiagang District Procuratorate of Yichang City, deputy division-level procurator of the Hubei Provincial Procuratorate, procurator at the department level of the Hubei Provincial Procuratorate, deputy director of the Anti-Corruption Bureau of the Hubei Provincial Procuratorate, deputy director and member of the Procuratorial Committee of the Hubei Provincial Procuratorate, deputy inspector of the Hubei Provincial Procuratorate, deputy director of the Anti-Corruption Bureau, and deputy inspector of the Hubei Provincial Procuratorate in March 2005. He retired in August 2014.
The circular said that Zhang Qing, as a judicial worker, should have exemplified abiding by the Constitution and laws, but he "violated the law for officials who are not honest and know the law", deviating from their original mission and lacking the principles of party spirit.
After investigation, Zhang Qing violated political discipline by colluding with the briber to block his mouth and resist organizational review; violating state laws, taking advantage of his position, or taking advantage of the convenience of his own authority or position, to seek benefits for others through the acts of other state functionaries in their posts; and soliciting and illegally accepting other people's property alone or in collusion with others, the amount of which was particularly huge.
Zhang Qing seriously violated party discipline, constituting a violation of official duties and suspected of committing a crime. In accordance with the "Regulations on Disciplinary Punishment of the Communist Party of China," the "Supervision Law of the People's Republic of China," and other relevant provisions, and upon study by the Standing Committee of the Hubei Provincial Commission for Discipline Inspection and the approval of the provincial party committee, it was decided to give Zhang Qing the punishment of expulsion from the party and cancel his retirement benefits; he was transferred to the procuratorial organs for examination and prosecution according to law, and the property involved was transferred with the case.
Judicial corruption is the most terrible "social tumor" and even more the "cancer" of ruling the country according to law.
On July 5, 2018, the Nanning Intermediate People's Court of Guangxi Zhuang Autonomous Region held a trial of the bribery case of Chen Xu, former party secretary and chief procurator of the Shanghai Municipal People's Procuratorate. The Nanning Municipal People's Procuratorate alleged that from 2000 to 2015, defendant Chen Xu took advantage of his position as deputy secretary of the Political and Legal Committee of the Shanghai Municipal CPC Committee, deputy secretary general of the Shanghai Municipal CPC Committee, and chief procurator of the Shanghai Municipal People's Procuratorate, as well as the convenience of his authority or position, to provide assistance to relevant units and individuals in matters such as case handling, project contracting, and recruitment of civil servants, and illegally accepted property directly or through his relatives amounting to more than RMB74.23 million.
In July 2018, the Higher People's Court of Guangdong Province issued a final ruling on the bribery appeal of Wu Sha, former member of the Standing Committee of the Guangzhou Municipal Party Committee and former secretary of the Political and Legal Affairs Commission, sentencing Wu Sha to 10 years in prison and confiscating 1 million yuan of property. The Guangdong Provincial High People's Court found in the second instance that between 2001 and 2015, Wu Sha took advantage of his position as a member of the Standing Committee of the Panyu District Committee of Guangzhou City, the director of the Panyu District Public Security Sub-Bureau, the deputy director of the Guangzhou Municipal Public Security Bureau, the director of the Guangzhou Municipal Public Security Bureau, the standing committee of the Guangzhou Municipal Party Committee, the deputy secretary of the Political and Legal Committee, and the secretary of the Guangzhou Municipal Committee, as well as the convenience of his authority and status, to provide assistance and seek benefits for relevant units and individuals in matters such as project undertaking, project cooperation, and case handling. The total amount of property received directly or through their specific related persons from relevant units and individuals amounted to more than RMB11.57 million.
"Those who enforce discipline must first observe discipline, and those who discipline others must first discipline themselves." Judicial departments shoulder an important mission in comprehensively and strictly administering the party and in the anti-corruption struggle; they are doing the work of "striking iron, they must be competent themselves, and they must also have "zero tolerance" for those who violate discipline and law enforcement, resolutely eliminate the black sheep, and prevent "black under the lights."
