Establish a "five-pack" mechanism for residential areas, buildings, units, floors, and families in 40 residential quarters in the county, and guide party members and volunteers to play the role of "five major members" of policy and regulation propagandists, information collection and reporters, neighborhood dispute mediators, people's livelihood appeal clerks, and pioneers of emergency, difficulty, and danger, to help solve outstanding people's livelihood problems such as water, electricity, and gas. Comprehensively create a "five-good community" with good party building leadership, good mass mobilization, good service management, good community quality, and good governance effects. The county party committee and the county government have included the transformation of old residential areas into the important content of "I do practical things for the masses". This year, the transformation of 19 precincts and 53 old residential areas was completed, with a transformation area of 1.11 million square meters, benefiting 6,572 households.
