Zhejiang mother river Qiantang River
Qiantang River is the mother river of Zhejiang, rich in fish resources, known for the production of Fuchun River anchovies, triangular bream, Ziling chestnut goby and long-standing reputation, is the most important fish germplasm resource bank in our province. According to the research of Chen Makang et al. during the period 1976-1987, there are 202 species of fish in the whole river, which belong to 2 orders, 19 orders and 55 families. In order to protect fishery resources and aquatic biodiversity, in 1958, Zhejiang formulated the regulations on the no-fishing area and the fishing ban period of the Qiantang River system, and implemented a seasonal ban on fishing or a ban on fishing during spawning in some areas. Since then, the fishing ban system has been gradually improved, and by 2019, the fishing ban period system will be fully implemented in the Qiantang River Basin, starting on March 1 and ending on June 30 every year.
Take the lead in establishing the Qiantang River Basin
Horizontal ecological protection compensation mechanism
In 2018, Quzhou City signed a compensation agreement for horizontal ecological protection in the Qiantang River Basin with Changshan County (upstream) and Longyou County (downstream), respectively, plus Kaihua County (upstream) and Changshan County (downstream), which had signed agreements at the Yangtze River Economic Belt Ecological Protection and Restoration Work Conference, took the lead in completing the signing of horizontal ecological protection compensation agreements in the province.
According to the content of the agreement, the upper and lower reaches of the Qiantang River Basin (Quzhou area) jointly set up horizontal ecological compensation funds, and from 2018 to 2020, Quzhou City's own level and the three subordinate counties of Kaihua, Changshan and Longyou will each contribute 8 million yuan per year, which will be used for the adjustment of the industrial structure and industrial layout optimization of the river basin, the comprehensive improvement of the river basin, the prevention and control of water pollution, and ecological protection.
Establish a differentiated performance appraisal system
Zhejiang has actively established and improved a green development-oriented mechanism. For Lishui, Quzhou and other 2 cities and 26 counties with ecological functions as the mainstay, the GDP assessment will be cancelled, and the focus will be on ecological protection, resident income and other indicators, so as to promote all localities to base themselves on local realities, give play to the advantages of local resources, adapt to local conditions and timely conditions, study and formulate development ideas that are more in line with reality, and achieve high-quality development.
Quzhou fishing light complements each other
In the past two years, Quzhou Has actively promoted the complementary photovoltaic power generation project of agriculture and light, and built photovoltaic power generation new energy projects on various terrains such as mountains and ponds. At the same time as photovoltaic panels generate electricity, the planting of Xiyin cash crops or aquaculture products has greatly improved the land utilization rate and unit area efficiency, and promoted the revitalization of local rural areas while developing green new energy.
