The letter pointed out that in order to actively promote the reform of the qualification approval system for real estate development enterprises and do a good job in the follow-up connection of the reform, from July 1, 2021, the housing and urban-rural construction departments in various localities will stop accepting applications for approval and provisional qualification filing of level three and four qualifications of real estate development enterprises. Where it has been accepted before July 1, 2021, it will still be subject to approval or filing in accordance with the original conditions.

The letter said that the Ministry of Housing and Urban-Rural Development is revising the regulations on the management of the qualifications of real estate development enterprises, from July 1, 2021 to the date of implementation of the new real estate development enterprise qualification management regulations, the validity period of the third, fourth and provisional qualification certificates of real estate development enterprises expires, and the validity period is uniformly extended to the date of implementation of the new real estate development enterprise qualification management regulations, and the qualification certificate does not need to be reissued.
