Huangshan City makes use of the concept, technology, capital and management advantages of private investors in the field of rural domestic waste treatment to implement the rural waste treatment PPP project with a cooperative operation period of 15.5 years. Among them, the government side invested 20% of the shares, the winning social capital accounted for 80%, the establishment of PPP project company Huangshan Zhonghuan Jie Urban Environment Management Co., Ltd., the establishment of the "project company - district and county project department - township" three-level management model, covering 101 townships in the rural area, has completed the first phase of investment of 212 million yuan.

After Huangshan Zhonghuan Jie took over the collection of domestic garbage in the whole rural area, it implemented grid management, and has now divided 8 grid areas and hired cleaning operations

The rest of the people are equipped with 2647 professional sanitation vehicles such as large mechanized washing and sweeping vehicles and fast cleaning electric vehicles, 157 large and small salvage vessels, and an average of more than 400 tons of domestic garbage are cleaned and transferred every day.

Nearly 10,000 open garbage ponds and garbage houses in rural areas have been banned, garbage cans have been allocated for villagers, and large closed white steel boxes have been equipped for administrative villages to ensure that rural domestic garbage is not put into barrels and boxes from the source. At present, the city has 417,000 garbage reserve facilities such as garbage cans, and more than 2,100 newly purchased white steel boxes have driven the cleaning up of 26,000 tons of rural old garbage throughout the territory.

Combined with the treatment of the Xin'an River Basin, Huangshan Zhonghuan Jie has deployed 157 sanitation vessels and more than 320 water cleaning personnel, covering more than 600 large and small tributaries such as the Xin'an River in the territory, and regularly salvaging the garbage on the river surface. In 2020, the P value of the ecological compensation index of the Xin'an River Basin was 0.78, the lowest year since the pilot, and the city's urban water quality index ranked first in the Yangtze River Delta region in 2020.

The process is powerful, and the intelligent management has achieved great results

Huangshan Zhonghuan Jie uses the Internet of Things, big data, cloud computing, artificial intelligence and other technologies to independently develop an intelligent sanitation management system, build a visual management system such as operating vehicles, sanitation facilities operation, water surface cleaning, etc., deploy more than 3,000 sets of on-board intelligent sanitation equipment in transit, clearance, collection and transportation, etc., and grasp and dispatch all vehicle equipment operation trajectories and vehicle operation lines, real-time fuel consumption, driver status, garbage dumping and incineration through the sanitation map system.

There are 5 new large-scale compression and transfer centers in the city, 35 new small transfer stations and garbage compression transfer stations have been reconstructed along the line, and 580 garbage collection stations such as deep burial barrels and barrel exchange barrels in townships and towns. Change the original agricultural tractors or muck trucks used in the transfer of domestic garbage in various townships, purchase more than 650 professional operation vehicles such as garbage compression trucks, hook arm cars, wet sweepers, and sewage suction trucks, and launch two kinds of closed collection and transportation methods of small hook arm trucks and hanging barrels to avoid spillage leakage and secondary pollution, and ensure the safety of the whole process of transportation. And the transportation route is rationalized, and the "operation does not pass through the city" is basically realized. Especially since the outbreak of the epidemic, special measures for epidemic prevention have been increased, such as increasing the frequency of densification garbage removal, setting up special garbage cans for mask recycling, and regularly disinfecting transport vehicles, effectively avoiding the spread of the epidemic and ensuring the safety of epidemic prevention.

Huangshan City has also set up a leading group for rural garbage treatment PPP projects, formulated implementation rules for performance appraisal, hired professional consulting institutions to conduct relevant support and regulatory evaluations for project preparation, project procurement, project execution and other stages, gave exhortations, warnings, and serious warnings for those below 60 points, and required rectification to be completed within 30 days. The formation of a policy guarantee mechanism has effectively promoted the development of rural garbage disposal.
