Work hard to optimize the business environment
Qian'an County is located in the hinterland of the Songnen Plain, rich in land and grassland resources, with an annual output of 2 billion catties of corn, 150,000 tons of forage, and 1 million tons of straw, and the geographical and resource advantages of developing animal husbandry are very obvious, which provides unique natural conditions for the implementation of park-oriented, large-scale, intensive animal husbandry and the development of green, organic and ecological animal husbandry. In particular, Zhihua Breeding Farm independently cultivates "Merino Sheep for Qianhua Meat", which is the only merino sheep breed for meat in China, and the indicators have reached the international advanced level and filled a number of gaps in the field of sheep industry. "Qian'an mutton" is a national geographical indication protection product and has been included in the national agricultural product regional public brand directory, and the brand influence is very large. At the same time, Qian'an County has sufficient human resources, and there are currently 107 full-time animal husbandry and veterinary staff, including 14 professionals with senior titles or above, 12 with intermediate titles, and 8 with junior titles. These talents provide technical support for the development of cattle and sheep breeding.
Qian'an County first standardized and guided peasant households to change the "small courtyard, elongated line" type extensive breeding method, highlighted the construction of animal husbandry concentration areas, and adopted diversified investment methods to solve the problems of safe water, hardened roads, and production electricity. Implement policies such as giving priority to farmers' loans and subsidizing interest rates to ensure that the rate of farmers entering the area reaches 100% during the year. Secondly, give full play to the advantages of the aquaculture concentration area, unified planning, centralized support, and key support. Vigorously develop new business entities, accelerate the development of stable industrial cooperatives, associations, cooperatives and other new social organizations, and gradually standardize the breeding model to reduce the risk of breeding. Strengthen the guarantee of breeding land, encourage large-scale breeding and park-based breeding and processing of cattle and sheep, and give priority to providing construction land for breeding communities for qualified enterprises, cooperatives, and large breeding households. At the same time, strict examination and approval of land use, resolutely put an end to the use of opportunities by breeding communities to occupy grasslands and encircle land. All township, town, and industry management departments should also increase their efforts to provide services to large breeding households, cooperatives, and enterprises, implement agency-run agencies in all aspects of land use approval, registration, and filing, implement nanny-style services, actively help coordinate and solve difficult problems such as water circuits in the process of production and marketing, and help large breeding households, cooperatives, and enterprises actively strive for state and provincial support policies and funds. The agricultural sector shall establish and improve the collection and release system of information on the production, sales and consumption of livestock products, and provide accurate, timely and effective information services for large breeders, cooperatives and enterprises. The animal inspection department firmly establishes the awareness that "the risk of epidemic disease is greater than the risk of the market", supervises and urges the prevention and control measures of animal diseases in all links such as livestock and poultry breeding, trafficking, slaughtering and processing, and improves the ability to prevent and control animal diseases. All insurance companies have vigorously promoted the insurance of animal husbandry and breeding, lowered the insurance threshold, and let the masses have a bottom in their hearts and risks are guaranteed.
Efforts should be made to expand the scale of aquaculture
Qian'an County has actively encouraged and guided villages to set up cattle and sheep breeding cooperatives and party branches to lead the establishment of cooperatives through methods such as expanding publicity, guiding efficiency, and supporting policies, so as to achieve small-group and large-scale development. Cooperatives will ensure that townships and towns have models, villages and villages have characteristics, tuntuns have models, and households have a scale effect of income. By 2025, the total number of meat sheep breeding in the county will exceed 3 million, and the total amount of beef cattle breeding will exceed 150,000 heads, occupying the market dominance with the advantage of scale. Firmly establish the concept of "large investment, large business", introduce well-known breeding and processing enterprises in the country in a targeted manner, and rely on large enterprises to lead large-scale, intensive and cluster development. Vigorously introduce and cultivate enterprises with all-round deep processing and production capacity, establish a "no broken chain" meat cold chain logistics system covering the whole process of production, storage, transportation and sales, and realize "centralized breeding, centralized slaughtering, brand management, and cold and fresh listing". At the same time, it aims at attracting enterprises in high-tech fields such as medicine, clothing, chemical industry, and biological engineering, improving the depth and accuracy of processing, and enhancing the added value of products.
Efforts should be made to improve the quality of aquaculture
Qian'an County will further strengthen the breeding and promotion of local breeds such as Merino sheep for Qianhua meat and dried meat sheep with red heads, support enterprise research and development and innovation, improve the production performance of breeding livestock and the quality of breeding, and form local characteristic brands as soon as possible. Actively introduce new varieties of international beef cattle such as Angus cattle, Orkins cattle, Belgian blue cattle, Limousan cattle, etc., accelerate the formation of basic core cow herds, and cultivate new strains and new varieties of beef cattle with strong adaptability, fast growth and development, excellent meat performance and good commercial characteristics as soon as possible. At the same time, in view of the county's annual output of one million tons of straw, which is actually used for the development of animal husbandry is only a few tens of thousands of tons, and the utilization rate is less than 10%, we will further promote the "straw into meat" project, do a good job in the construction of green (yellow) storage cellars, encourage pit storage and open storage, reduce infrastructure construction costs, actively promote technologies such as straw enzymaticization, salinization, micro-storage, puffing, and pellet development, and strive to achieve more than 50% straw utilization rate by 2025. Accelerate the promotion of standardized production, focusing on the realization of the "six modernizations" of standardized breeding, namely: the breeding of livestock and poultry, the breeding facilities, the standardization of production, the institutionalization of epidemic prevention, the harmless treatment of manure and the normalization of supervision, actively guide farms (households) to improve animal epidemic prevention conditions, and establish and implement key prevention and control measures such as closed management, cleaning and disinfection. Environmental protection, agriculture and other departments integrate livestock and poultry manure resource utilization projects and funds, focusing on eligible breeding communities, and strive for the landing of projects this year. Each township will take out 1 centralized breeding area to implement standardized breeding demonstration creation, create a model, promote replication, typical guidance, and demonstration drive.
Work hard to create a strong atmosphere

Create a strong atmosphere where everyone is a participant and everyone has a way to get rich. At the same time, it is necessary to give full play to the role of cadres. We should do a good job in training grass-roots cadres, organize scientific and technological personnel to go down to the grass-roots level, and pack villages, households, and squatting points, so as to "publicize a set of policies, study a problem, grasp a good example, sum up an experience, and do a good job in a practical matter," and provide the masses with some practical techniques and experiences that can be seen and touched, and can be learned, used, and come quickly. Encourage village cadres to be sheep and cattle, and every year select a group of professional village secretaries, professional village cadres, and professional households with strong driving ability to commend and reward them, so that cadres and the masses can have momentum and hope for the development of animal husbandry and breeding.
