Two public rental housing (affordable housing) projects in Wenshan City, Wenshan Zhuang and Miao Autonomous Prefecture, Yunnan Province, have come to a bad end, involving 4,898 local households.

On April 15, The Paper (www.thepaper.cn) learned from the Wenshan Municipal Housing and Urban-Rural Development Bureau (hereinafter referred to as the Wenshan Municipal Housing and Urban-Rural Development Bureau) that the slow progress of the project was caused by the construction organization and capital supervision of the agency construction company. At present, the Wenshan Municipal Housing and Construction Bureau, the Finance Bureau and other departments are raising more than 30 million yuan, which is used for the final work of the project to ensure that the follow-up project will resume construction before the end of this month and be completed and accepted before November 30 this year.

After more than two years of waiting, 67-year-old Huang Qing (pseudonym) still has not looked forward to a new house.

Huang Qing is a farmer in Xiaojie Town, Wenshan City. At the end of 2017, he obtained the housing index of public rental housing (affordable housing) in Wenshan City's "Lishui Lakeside" through the lottery.

Although there is only one room, one kitchen and one bathroom, an area of less than 50 square meters, and the property rights of the house do not belong to Huang Qing, this house can alleviate some pressure for Huang Qing, who works part-time to maintain his livelihood: "(This suite) has a year's rent of 1418 yuan, and you can buy it after 5 years." ”

Since then, Huang Qing has been waiting for the project to be completed and moved into the elevator room. What Huang Qing did not expect was that the government's affordable housing was actually rotten.

Huang Qing told the surging news: "The first notice was that the next year (2018) can live in, the back of the house is not built, we can not live in, the government also sent us two or three thousand yuan subsidy." ”

Unable to move into a new house, Huang Qing rented a single room of only more than 10 square meters in a community in the urban area as his residence, with a rent of 2800 yuan per year. Huang Qing said that the price was enough for him to pay two years' rent on the shore of "Lishui Lake", and the living conditions were much better than now.

Huang Qing said that he was older and was no longer suitable for going out to work, so he could only do odd jobs in the local area, such as picking up one or three or seven. "If you pick up three or seven, the salary is 10 yuan / hour."

Sometimes, Huang Qing will take a car to pass by the "Lishui Lake", and see the new house where the main body is basically completed but cannot be moved in, Huang Qing's heart is very unhappy.

Why is affordable housing bad?

The Paper learned that the "Lishui Lakeside" affordable housing project was entrusted by the Wenshan Municipal Housing and Construction Bureau to Wenshan Jinkun Real Estate Development and Operation Co., Ltd. (hereinafter referred to as Jinkun Company) to build on behalf of the company.

According to the relevant person in charge of Jinkun Company, in July 2013, the company signed the "Entrusted Construction Contract" with the Wenshan Municipal Housing and Construction Bureau to build more than 2,000 sets of affordable housing, with a total construction area of 119,000 square meters, and the construction period was from August 2013 to July 25, 2015. Previously, the company also built the "Cherry Blossom Valley" affordable housing, and the two projects built a total of 4898 sets of affordable housing. After public bidding, Yunnan Shengbo Construction Co., Ltd. (hereinafter referred to as Shengbo Company) became the winning construction unit.

The person in charge said that according to the requirements of Wenshan City, the company completed a series of supporting projects such as "three links and one level" and earth and stone square on time. Since then, the main project of affordable housing has entered construction. However, because the Wenshan Municipal Housing and Construction Bureau has not notified the audit department to follow up the project audit, nor has it paid the company's supporting project progress according to the regulations, the company's capital chain has been broken, and the affordable housing project has ended badly. To this end, the company has repeatedly reported to the relevant departments.

In November 2017, the Wenshan Municipal Housing and Urban-Rural Development Bureau replied in writing to Jinkun Company that the "Lishui Lakeside" and "Cherry Blossom Valley" affordable housing are currently undergoing indoor and outdoor decoration and outdoor projects, which are under construction, the project has not yet been completed, and there is no relevant acceptance data and procedures. According to the relevant provisions of the audit, the project needs to be completed before it can enter the audit settlement procedure. Therefore, Jinkun Company needs to urge Shengbo Company to complete the final work of the project as soon as possible, so that the project can enter the audit final accounts.

The following month, Jinkun Company wrote a letter to the Yunnan Provincial Committee of the Chinese People's Political Consultative Conference to reflect the situation. In February 2018, the Wenshan State Government issued a "Situation Report" to provide a detailed response to the status of the two affordable housing projects and the next step.

According to the "Situation Report", in the construction of the project ("Lishui Lakeside" and "Cherry Blossom Valley"), due to the lack of standardized management of Jinkun Company, the capital chain was broken, resulting in the project being stopped in February 2015, and the project final account data was sent to the audit department for preliminary review. Through multi-party coordination, the project resumed work in March 2016. In order to ensure that the project funds are earmarked and ensure that the project construction advances as planned, Wenshan City no longer pays the project money through Jinkun Company, but pays the project money directly to Shengbo Company.

According to the "Situation Report", as of December 26, 2017, Wenshan City had paid a total of 570.56 million yuan for two affordable housing projects, accounting for 99.64% of the total investment plan. Among them, Jinkun Company was paid 298.308 million yuan, and Shengbo Company was paid 272.252 million yuan.

The "Situation Report" shows that the total investment of the supporting projects outside the bidding price described by Jinkun Company is 219 million yuan, and the data is inconsistent with the actual situation. Since Wenshan City has allocated 99.64% of the total investment plan, according to the relevant provisions of the state, Wenshan City can no longer allocate project construction funds. Jinkun Company did not pay the construction unit of 155.8552 million yuan previously allocated by Wenshan City (Note: Shengbo Company), which made it difficult for the two affordable housing projects to be built as planned, affecting the completion and acceptance of the project. In order to ensure the smooth completion of the two affordable housing projects, the construction unit is currently paying 36 million yuan.

In view of the next step, the "Situation Report" states that in order to further confirm the creditor's rights and debts between Wenshan City and Jinkun Company, protect the legitimate rights and interests of both parties, and maintain social stability, Wenshan City has repeatedly accounted with Jinkun Company, and is currently adopting effective methods such as consultation to strive for liquidation and approval of project construction funds as soon as possible, further clarify the payment and use of funds, and properly handle the follow-up problems of the construction of "Lishui Lake" and "Cherry Blossom Valley" affordable housing projects.

The relevant person in charge of Jinkun Company said that the "Situation Report" confused the amount and payment of the project within the price of the affordable housing project and the amount of work outside the price, and did not fundamentally solve the company's problems such as financial difficulties. To this day, the two affordable housing projects of "Yeosu Lakeside" and "Cherry Blossom Valley" still cannot resume work.

The government raises funds to ensure that work resumes before the end of the month

On April 15, the Wenshan Municipal Housing and Construction Bureau sent a written reply to The Paper through the Propaganda Department of the Wenshan Municipal Party Committee.

The reply said that the two affordable housing projects of "Lishui Lakeside" and "Cherry Blossom Valley" correspond to the names of "Limin Home" and "Xinmin Home" respectively. In December 2017, the Wenshan Municipal Bureau of Housing and Urban-Rural Development organized the pre-allocation of 4,898 sets of public rental housing, but did not sign a rental contract for public rental housing with the public. Due to the slow progress of the project due to the construction organization and capital supervision of Jinkun Company, the two projects could not be completed and delivered at the original planned time (September 2018).

The reply said that at present, "Limin Home" and "Xinmin Home" have completed more than 95% of the total project volume (including "three links and one level" and infrastructure facilities), and are now completing the construction of indoor and outdoor decoration and project supporting infrastructure.

The reply said that the Wenshan Municipal Party Committee and the Municipal Government attach great importance to the work related to the construction of the project. On March 26, the municipal government made arrangements for the closing project of the two projects and the matters related to the shortfall of funds. At present, in the case of Wenshan Municipal Finance is very difficult, Wenshan Municipal Housing and Construction Bureau, Finance Bureau and other departments are raising more than 30 million yuan, special funds for the closure of the two projects, and special supervision, according to the progress of the project to pay the final project payment. At the same time, the heads of Wenshan Municipal Housing and Construction Bureau, Development and Reform Bureau, Finance Bureau and other departments were selected to form a special class, and the inverted construction period was taken to the day, and special personnel were responsible for follow-up, urging the follow-up finishing project to resume construction, ensuring that the follow-up finishing project would resume construction before the end of April 2020, and reach completion acceptance and delivery before November 30, 2020.
