The circular pointed out that since the launch of the party history study and education, all localities, departments, and units have taken Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, conscientiously implemented the requirements of the central deployment, combined the study of party history with summing up experience, observing reality, and promoting work, deeply understood the needs of the masses, concentrated on solving prominent problems, and continuously enhanced the people's sense of gain, happiness, and security, and achieved important stage results in the practical activities of "I do practical things for the masses."
"The country is the people, and the people are the country." The question of why and by whom is the touchstone for testing the nature of a political party and a political power. Carrying out party history study and education in the whole party objectively requires that the people's well-being be enhanced in solving the specific problems of the masses' "urgent difficulties, anxieties, and expectations." Since the study and education of party history was launched, all localities have actively done practical things for the masses to solve difficult problems. For example, the Zhangwan District of Shiyan City, Hubei Province, has taken "I do practical things for the masses" as a yardstick for testing the study results of party members and leading cadres in the whole region. Since the beginning of this year, Zhangwan District has led a total of 776 practical matters for people's livelihood, including 149 cases of party committee (party group) team, 627 cases led by team members, and more than 500 cases have been completed.

A key factor in solving difficult problems in doing practical things for the masses is to understand what the masses of the people think, need, worry about, and are difficult.
