The average annual compound growth rate of China's big data industry is more than 30%, the industrial scale exceeds trillion yuan, and the number of 5G terminal connections accounts for more than 80% of the world... On the 26th, the 2021 China International Big Data Industry Expo opened in Guiyang City, Guizhou Province, and one exciting data came out from the scene.

From taking root to flourishing, the "wisdom tree" of big data is growing in The land of China, profoundly changing your and my production and life.

Digitalization is adding impetus to economic transformation

After more than 40 days of fierce competition, the "QFLUX Computational Fluid Dynamics Simulation Software" brought by the fluid dynamics simulation service team based on cloud resources stood out from 827 projects across the country on the 25th and won the first prize of the 2021 Digital Expo Industrial App Fusion Innovation Competition.

In addition to the 150,000 yuan prize money, the competition will also provide investment incubation, industry-finance docking, brand promotion and other services.

As a classic event of the Digital Expo, the Industrial App Integration Innovation Competition not only provides a competitive stage and growth platform for big data innovation, but also witnesses the vigorous development of China's big data industry and digital economy:

-- The total amount of data in the whole society has exploded. At present, the average annual growth rate of China's data increment is more than 30%, and the scale of data centers has increased from 1.24 million in 2015 to 5 million in 2020; data applications are accelerating from the consumer Internet to the industrial Internet, and China has become one of the most active, potential and environmentally optimal countries in the world for big data applications.

-- The digital economy helps high-quality development. In 2020, the added value of china's digital economy core industries has reached 7.8% of GDP, the penetration rate of e-commerce and mobile payment ranks first in the world, and the total digital economy has jumped to the second place in the world... The development path of digital industrialization and industrial digitalization has not only reshaped the production mode and industrial pattern, but also promoted China's high-quality development to achieve a new leap forward.

"At present, data has become an important factor of production, the value of data has been continuously released, and the basic and strategic role of data resources has become more and more prominent, and has become an important engine for accelerating the quality change, efficiency change and power change of economic development." Liu Liehong, vice minister of the Ministry of Industry and Information Technology, said at the opening ceremony of the Digital Expo that the big data industry, as a key support for activating the potential of data elements, is an important decisive force to promote the industrial economy towards the digital economy.

Digitalization makes people's livelihood services more convenient

More than 45 million registered users, 1.7386 billion cumulative system visits, 1.5413 billion scan codes... After the early launch of the "health code" and the interconnection with the whole country, Guizhou handed over a "data portrait" of epidemic prevention and control.

Since the outbreak of the new crown pneumonia epidemic, digital information systems have become an important means of epidemic prevention and control.

Wu Shiyong, director of the Statistical Information Center of the National Health Commission, said that with the development of technology, the application scenarios of big data are increasing. For example, in order to strengthen the prevention and control of the new crown pneumonia epidemic, the Statistical Information Center of the National Health Commission has established six major databases, including the database of confirmed and suspected cases and the database of close contacts, to distinguish the risk level through the data to profile the population.

In recent years, with the development of a new generation of information technology such as big data and cloud computing, the construction of digital government in China has been steadily advancing.

According to the "Digital China Development Report (2020)", the global ranking of China's e-government development index has risen from more than 60 in 2016 to more than 40 at present, and the proportion of various administrative licensing matters to achieve "online acceptance" and "run at most once" has continued to increase, and the average commitment time limit of more than half of the country's administrative licensing matters has been reduced by more than 40%.

Data security capabilities continue to improve

The digital economy also brings challenges to government supervision as it continues to derive new industries, new formats and new models.

Problems such as infringement of intellectual property rights, big data killing, personal privacy leakage, and platform monopoly mark-up have emerged one after another, which not only damages the rights and interests of individuals and even society, disrupts the normal order of the market, but also destroys the ecological soil of innovation.

If the "big ship" of the digital economy wants to go steady and far, it must guard the "ballast stone" of data security. In recent days, in the Guiyang Big Data Security Industry Demonstration Zone, an offensive and defensive drill with the theme of network security is underway.

Since 2016, Guiyang has vigorously built a big data security range. "Security problems in cyberspace need to be tested by the range." Wu Jian, director of Guizhou Shuan Qitian Network Security Service Co., Ltd., said.

Zhou Hongyi, chairman of 360 Group, said that he is willing to cooperate with Guiyang to establish a local security operation system, a security operation team, and a network security public service to escort the development of the big data industry.

In order to strengthen data security protection and enhance national data security capabilities, the 14th Five-Year Plan and the outline of long-term goals for 2035 clearly put forward the construction of a policy and regulatory system compatible with the development of the digital economy.

At present, laws and regulations such as the Civil Code, the Cybersecurity Law, and the Decision of the Standing Committee of the National People's Congress on Strengthening the Protection of Network Information have made provisions on data security and personal information protection; the draft Data Security Law and the Draft Law on Personal Information Protection have also been submitted to the Npc Standing Committee for second deliberation.

As the relevant person in charge of the Network Data Management Bureau of the Central Cyberspace Administration said at the Expo, comprehensive means such as policies, laws, and technologies should be used to strengthen data security management, and the problem of indiscriminate collection and abuse of personal information, which was prominently reported by the masses, should be resolutely cracked down.
