According to the prefectural police and the Tokai Railway Company (JR Tokai), two of the five people who entered the emergency exit tunnel for inspection after the blasting operation were involved, including Takayuki Koitaka (44) in Kawara City, Mihama-cho, Fukui Prefecture, and a man (52 years old) in Nagatate City, Aichi Prefecture, who suffered a fractured left foot.

According to the plan, the main line tunnel of the Seto Tunnel is about 4.4 kilometers long, and the emergency exit tunnel that is also used to carry materials to the main line is about 0.6 kilometers long, and construction began in 2019. The collapse occurred at the excavation site about 70 metres diagonally below the ground entrance of the emergency exit tunnel. Police will investigate the details of the accident.
