Guangxi has used special loans from the World Bank to vigorously develop characteristic industries

This year is the beginning of the "14th Five-Year Plan", Guangxi's agriculture began to compete for the lead and accelerate development, and the growth rate of agricultural added value in the first three quarters reached 8.4%. The Guangxi Agricultural Foreign Investment Project Management Center (hereinafter referred to as the "Foreign Investment Center") takes the implementation of agricultural foreign investment projects as the starting point, through the use of World Bank results-oriented loans, with the goal of developing local agricultural characteristic industries, injects funds and technologies for rural development, injects strong vitality into the improvement of farmers' production and living standards, and helps to build new villages that are livable and suitable for work.

The World Bank's results-based loan is a new type of lending tool, the region applying for the loan relies on domestic development planning, using the government's existing management system for construction, and the World Bank pays the loan according to the realization of the mutually agreed project results in advance, effectively helping the government to improve the implementation and efficiency of the existing plan.

The Implementation Area of the World Bank Results-Based Loan Guangxi Poverty Alleviation Demonstration Project (the "Project") is a total of 28 counties (autonomous counties and county-level cities) in 11 prefecture-level cities with a good foundation for the development of Guangxi's characteristic agricultural industry.

The project takes industrial development as the main content, takes the implementation of the rural revitalization strategy as the starting point, adapts to local conditions, and accelerates the development of characteristic industries as the main line, comprehensively promotes the quality and efficiency of modern characteristic agricultural parks, and highly practices industrial development policies and measures. Through the use of the "leading enterprises farmers professional cooperatives farmers" development model, in-depth excavation of the "leading enterprises farmers professional cooperatives farmers" industrial assistance model, and constantly expand the scale of cultivation of new professional farmers, effectively support the improvement of agricultural production science and technology content, realize industrial development to drive rural revitalization, to build a number of enterprises, strengthen a number of brands, cultivate a number of cooperatives, cultivate a group of high-quality peasants, and form a systematic and comprehensive development of synergy.

Promote the development of characteristic industrial brands

Dig deep into the advantages of characteristic resources and cultivate a number of local characteristic industries. By promoting the rational layout, development and growth, quality and efficiency improvement of agricultural characteristic industries in the project area, we will promote the integrated development of the first, second, and third industries, drive the development of at least 2 characteristic industries in each project county (autonomous county and county-level city), and support the development of 116 leading agricultural enterprises in the project area.

By promoting the adjustment of the breeding and breeding structure, cultivating and developing the characteristic breeding industry, and promoting the development of dozens of characteristic breeding varieties such as organic tea, pearl plum, kiwifruit, mountain grapes, citrus, dairy buffalo, pigs, poultry, etc., the project has created a characteristic industrial pattern of "one village and many products" in multiple project areas, improved the level of characteristic agriculture, and created a series of project brands. Guangxi Du'an Jiahao Industrial Co., Ltd. has created beef brands such as "Daduhua Cattle", "Yaoshan Cattle", "Shouxiang Cattle" and "Yao Pinhui"; Guangxi Zhengdao Tea Co., Ltd. has created brands such as Lingyun Pekoe "Rucuimen" series of organic black tea.

Promote the development of the Sanjiang tea industry

The project drives industrial development by supporting the construction of leading agricultural enterprises. The annual output value of the tea plant of Sanjiang Dongxingyuan Agricultural Comprehensive Development Co., Ltd. increased from 21 million yuan last year to 50 million yuan this year, thanks to the World Bank's results-oriented loan program. This loan helped the tea factory add more than 100 pieces of various types of tea processing equipment, and also ensured the smooth turnover of the purchase capital of 3 million yuan. In recent years, the company has adopted the operation mode of "company cooperative farmer base", and signed tea management and protection purchase and sales agreements with 6 farmers' professional cooperatives in the county, directly driving 6886 tea farmers and more than 30,000 tea farmers with radiation. Since December 2020, the company has successively received a special loan of 4.32 million yuan from the World Bank, which has played a positive role in the development and growth of the company.

In Sanjiang County, there are 8 companies like Dong Xingyuan that have received results-oriented loans from the World Bank, all of which are leading enterprises focusing on tea production and processing. After verification, 52.23 million yuan of the World Bank loan has been distributed to these eight enterprises in three batches as planned.

Promote the cultivation of Bobaiwo citrus

Located in Shiliu Village, Lingjiao Town, Bobai County, Guangxi Province, Bobai County, Bo Lingjiao Town Shiliu Village has a superior ecological environment, the base produces excellent quality oranges, and will enter the peak sales season in early January.

In 2018, Sanhua Company declared the World Bank's results-oriented loan Guangxi Poverty Alleviation Demonstration Project Industrial Development Module Fund, and has received a total of 24.5 million yuan in loans from the World Bank. After obtaining the loan, Sanhua Company actively implemented the construction of the World Bank project, completed the improvement of organic fertilizer by more than 5,000 mu, and greatly increased the content of soil organic matter. By upgrading product packaging, optimizing corporate services, and expanding brand publicity, we will create a regional citrus characteristic industry "together with citrus" brand. In Bobai County, there are three companies like Sanhua that have received World Bank results-oriented loans.

Help Tianhe County develop aquaculture

In 2018, the Tianzu County Party Committee and County Government took the opportunity of the launch and implementation of the Guangxi Poverty Alleviation Demonstration Project of the World Bank's Results-oriented Loan in Guangxi, and successfully introduced Guangxi Siye Animal Husbandry Co., Ltd. to Tianli County to develop special beef cattle breeding. The company has applied for more than 50 million yuan in World Bank loan funds in Tianli County. In the past two years, the company has built 7 standardized cattle barns in Tianli County, with an area of 25,000 square meters, nearly 1,000 cattle in storage, and has successively cultivated and driven 20 farmers' professional cooperatives and more than 1,000 farmers to participate in beef cattle breeding.

Tianhe County improved the construction of supporting infrastructure for rural industrial support, supported 28 cooperatives to improve their management level, trained 1,392 new farmers, and drove more than 6,000 farmers and 18,000 people.

Guangxi's agricultural use of foreign capital has achieved remarkable results, promoted agricultural modernization, rural economic development, and increased peasants' incomes. In the next step, the foreign investment center will continue to adhere to the guidance of the new development concept, further actively, rationally and effectively use foreign capital, and contribute more to building a new countryside with rural beauty, strong industry, rich farmers and excellent governance.
