On the same day, the 31st session of the Standing Committee of the 13th National People's Congress passed the Law of the People's Republic of China on the Promotion of Family Education (hereinafter referred to as the Law on the Promotion of Family Education), which clearly states that parents or other guardians of minors are responsible for implementing family education, and the state and society provide guidance, support and services for family education. The new law, which will be implemented from 1 January 2022, not only clarifies the definition of family education, clarifies the responsibilities of parents or other guardians, but also puts forward 5 requirements, 6 guidelines for parents, and 9 family education methods.

"If you don't teach, it's the father's fault." In the view of Qin Xiaohua, principal of Xuzhou Senior High School, China has attached great importance to family education since ancient times, but it is the first time that special legislation on family education has been carried out to elevate the traditional "family affair" of family education to an important "state affair" in the new era. Tang Zhongbao, a professor at the School of Marxism at Jiangnan University, believes that for a long time, many parents have believed that their children are their own, and how to educate others cannot be managed. The promulgation of the Family Education Promotion Law corrects the above erroneous perceptions.

Yin Fei, deputy director of the Child Development and Family Education Research Center of the College of Educational Sciences of Nanjing Normal University, said that family education is essentially a private life of the family, and the content and methods of parent education have a large individuality. However, promoting the development of family education requires families, society, schools, governments, etc. to assume their respective responsibilities, and all parties need to cooperate in the process of family education. Therefore, it is necessary to promote and regulate it through legislation.

"According to the Family Education Promotion Law, parents and children have a new type of legal relationship in addition to the traditional parent-child relationship." Li Zhiyong, a parent of a student at Wuxi Chuncheng Experimental Primary School, believes that this is the embodiment of governing the country according to law in family education. As parents, we should establish a correct concept of family education and learn to be qualified parents.

For left-behind children who are not around their parents, as well as dual-career families where both parents are busy, how to "bring their babies according to law" and "raise them personally"? The Law on the Promotion of Family Education stipulates that the State and society shall provide guidance, support and services for family education.

"The state should not over-intervene, but there must be some support measures." Wang Limei is a mother of two and an educator. In her view, the Family Education Promotion Law clearly defines the goals of family education, and family education should take the moral tree as the fundamental task to promote the healthy growth of minors. To do this, we cannot rely solely on one side, but must unite the education and cooperation of the whole society.

Sun Cunying, a teacher at Riyue Road Primary School in Yancheng City, agreed with this. She said that after the promulgation of the Family Education Promotion Law, parents have called on the whole society to pay attention to family education. Homeschooling is not a "solo singing and solo dance", but a number of "choruses and group dances". Parents look forward to the establishment of a multi-departmental cooperative family education service system, care for left-behind children and other groups, and create conditions for children and parents to have more communication.

Zhao Jiachun, a teacher at Qingyun Primary School in Wujiang District, Suzhou City, said that after the introduction of the Family Education Promotion Law, the functions and responsibilities of the school will be expanded and extended, the educational guidance of teachers will be more three-dimensional and diverse, and teachers will become the "lighters" of family education. Qi Gang, principal of Zhenjiang Chongshi Girls' High School, said that the school has implemented the "Parent Education Quality Project" for many years and achieved remarkable results. After the promulgation of the Family Education Promotion Law, the school will continue to deepen this initiative, with "standardizing the behavior of students' parents" as the starting point, and creating a two-way and democratic communication platform for families.

The "Family Education Promotion Law" promulgated this time also shoulders the heavy responsibility of promoting "double reduction". The law points out that local people's governments at or above the county level should strengthen supervision and management, reduce the burden of homework and off-campus training on students in the compulsory education stage, smooth the communication channels between schools and families, and promote mutual cooperation between school education and family education. Minors' parents or other guardians shall reasonably arrange time for minors to study, rest, recreation, and physical exercise, avoid increasing minors' learning burdens, and prevent minors from becoming addicted to the Internet.

In the view of Wang Qin, principal of yandu district experimental primary school in Yancheng City, many provisions of the Family Education Promotion Law echo the "double reduction" requirements, which will promote family education to better play a synergistic role with school education and social education. Wang Xiaoqing, a teacher at Jinling Huiwen School in Nanjing, said that the lack of family education occurs from time to time, and some parents completely hand over their children to the school, and some put their children in training institutions. In fact, a child's homeschooling should start with the parents. Zhang Jinrong, director of the Supervision and Judicial Work Committee of the People's Congress of Tongzhou District, Nantong City, regards "casting roots and bayuan" as an important duty of family education. He believes that family education focuses on the cultivation of children's moral character, physical fitness and life skills, and the education method is more through the subtlety of daily life and the words and deeds of parents.

"After the 'double subtraction', the children finish their homework at school, what do they do when they come home?" Lei Yan, principal of Yancheng No. 1 Primary School, said that the Family Education Promotion Law makes it clear that home-school cooperation is the key to doing a good job in family education. "Parents can cooperate with the school to let their children do at least 3 things well - exercise, labor, and reading." If you can make more efforts in these 3 things and stick to them, you will definitely be able to let your children have a happy childhood. ”
