The Liuzhou Municipal People's Procuratorate alleged: From 2010 to 2016, defendant Tian Wen took advantage of her position as director of the Liuzhou Municipal Land and Resources Bureau, deputy secretary of the Liujiang County CPC Committee, and county magistrate of the Liujiang County People's Government to provide assistance to Liujiang Mining Branch of Liuzhou Jiaren Investment Co., Ltd., Jiangsu Yuanfeng Construction Co., Ltd., and other companies and individuals in contracting land consolidation projects, mining license approvals, shantytown transformation projects, and sewage treatment plant projects, and accepted Wen Heyu, The money given by Li Zhengya and others totaled 3.973 million yuan, which was a particularly huge amount, and he should be investigated for criminal responsibility for accepting bribes according to law.

The 45-year-old Tian Wenzhi served as the director of the Liuzhou Municipal Science and Technology Bureau before his fall, concurrently served as the director of the Liuzhou Municipal Intellectual Property Office, served as the director of the Liuzhou Municipal Land and Resources Bureau, a member, standing committee member and deputy secretary of the Liujiang County CPC Committee, and a county magistrate of the Liujiang County People's Government.
In October 2016, Tian Wen was double-dismissed by the Liuzhou Municipal Commission for Discipline Inspection for serious disciplinary violations. According to the information released by the Liuzhou Discipline Inspection Commission, after investigation, Tian Wen took advantage of her position to seek benefits for others in the operation of enterprises during her tenure as secretary of the party committee and director of the Liuzhou Municipal Bureau of Land and Resources, deputy secretary of the Liujiang County CPC Committee, and county magistrate, and accepted cash from others on many occasions, the amount of which was particularly huge, and she was suspected of committing a crime.
Before Tian Wen's fall, a number of directors of the Liuzhou land system were investigated one after another.
