Zhao Xiaodong, then 23 years old, a native of Jiyuan County, Henan Province, grew up in Huaichuan County, Nanyang City, because his parents were working in Nanyang.
Zhao Xiaodong's father is the leader of a state-owned enterprise, the family conditions are very superior, Zhao Xiaodong has two sisters, he is the only boy in the family, pampered since childhood, at home to say one thing, is a true little emperor.
As the saying goes, the indulgence is like killing a son, and the preference of his parents made Zhao Xiaodong develop a problem of solipsism, and his personality was also more grumpy, which laid the groundwork for the subsequent tragedy and eventually ruined his own life.
Zhao Xiaodong is talented and intelligent, but he does not seek progress, and he hangs out with the little hooligans in society all day long, stealing chickens and dogs.
His parents were worried that he would study badly, and did not wait for him to graduate from high school to let him enlist in the army, hoping that his son would be exercised in the melting pot of the army and grow up healthily.
In the strict environment of the troops, Zhao Xiaodong really changed and became pursuing progress.
In just one year, he was able to master motorcycles and large trucks, and achieved excellent results in shooting competitions held by the troops.
However, his grumpy and solipsistic problems have accumulated and have not changed fundamentally. Whenever he encountered a problem, he preconceived that others were at fault and never examined himself.

Zhao Xiaodong's life was on a smooth road, and he was arranged to work in the party committee of Huaichuan County as a messenger.

January 3, 1987 was Saturday, also his birthday, no flowers, no cake, no blessings, as if he had become a person who had been forgotten by the world, Zhao Xiaodong's mood was extremely bad.
In the evening, Zhao Xiaodong ordered a small dish in the tavern alone, drank half a bottle of white wine, staggered home, lay down on the bed, and began to think wildly. Thinking of the bleak future, life becoming more and more headless, the anger in his heart was ignited.
"If you don't make me feel better, I won't let you live in peace."
So he rolled over and got up, trying to go to the unit to steal something first and vent his anger.
At about 1:00 a.m. the next day, Zhao Xiaodong came to the unit, but was found by the duty personnel and his tracks were exposed. Annoyed and angry, he decided to take revenge, sneaked into the bedroom of the deputy secretary of the county party committee with a hammer, and raised the hammer high against the sleeping leader.
The leader was knocked unconscious, and Zhao Xiaodong immediately took out the key from him, opened the safe, took out a Type 64 pistol and nearly 100 rounds of ammunition placed inside, and walked out quickly.
After the pistol arrived, Zhao Xiaodong began to harm people like a mad beast, 4 people fell under the muzzle of his gun, 3 people died on the spot, and one person was seriously injured.
Then, Zhao Xiaodong was still not finished, and he ran to the Standing Committee conference room, storage room, and other places to sprinkle gasoline and start setting fires.
The burning fire and the early morning breeze made Zhao Xiaodong's drunkenness disappear suddenly, which was a little sober, and he found that he had run into a catastrophe, but everything was irreparable, so he had to escape with a gun.
Vicious cases like this rarely happened after the founding of the People's Republic of China, let alone in the Central Plains, even the public security police in the county have not heard gunshots for many years.
At that time, departments at all levels did not have a sense of distress and did not arrange anti-terrorism drills.
Therefore, after the shooting, although the county public security bureau attached great importance to it and reacted very quickly, it could not think of the best plan to pursue the criminals for a while.
At that time, the criminal investigation methods were very backward, the first generation of ID cards were still very backward, and even some ID card information was filled in manually, anti-counterfeiting technology was not mature, and inspection equipment was not yet in place.
Moreover, at that time, telephones were not yet widespread, except for county and township party and government organs and individual village committees, residents did not have telephones in their homes; this made it more difficult to hunt down criminals.
The only way to hunt down criminals is to mobilize the masses and fight a people's war.
In the next few days, the whole county mobilized in an all-round way, and cadres of organs at all levels, leaders and workers of various units, militia of the Armed Forces Department and militia of rural cadres mobilized tens of thousands of people, put down all the work at hand, and threw themselves into arrest.
Tens of thousands of mobilized people set up hundreds of checkpoints on all major transportation routes throughout the county, setting up a network of heaven and earth for criminals, only to wait for criminals to be arrested.
The province carried out general mobilization within the public security department and set up checkpoints throughout the province.
In order to prevent the murderer from injuring the innocent again and causing the loss of people's property and life, the higher departments have ordered that the military and police at all levels have the right to shoot and kill once they encounter criminals, without prior reporting and without any responsibility.
When all the people in Huaichuan County were rounded up by soldiers, Zhao Xiaodong had already taken a bus to his hometown Jiyuan on the day of the crime.
However, because he had not returned to his hometown for many years, when he arrived in Jiyuan, he had no relatives and nowhere to hide. Moreover, there was also a wanted notice in Jiyuan, and his name and photo were prominently listed.
On the morning of January 16, Zhao Xiaodong took advantage of the sparse number of pedestrians on the street, rushed to the store to buy a hat, lowered the brim of the hat and hurriedly left.
However, in a dark panic, he still attracted the attention of a village cadre at noon, blocked his way, and interrogated him.
As soon as Zhao Xiaodong saw that there was no one around, he immediately took out a pistol from his pocket, shot the village cadre in the head, and then pulled out his leg and ran.
That night he ran to the Jiyuan bus station and slept in a nearby sewer.
After dawn, he bought a ticket to Luoyang and went to the toilet to wait. When he was about to leave, he stepped out of the toilet and boarded the bus to Luoyang.

Because compared with other areas in the province, Luoyang is relatively remote, the terrain in the territory is complex, and the hills are staggered, which is conducive to hiding and avoiding pursuit.
More importantly, he had two comrades-in-arms from Luoyang, and he might be able to find a safe hiding place there.
In fact, he did not know that his own information was well known to the unit, and the leaders of the Provincial Public Security Department had already determined where he had fled, one was his hometown Jiyuan, and the other was Luoyang.
Especially after he committed a crime in Jiyuan and injured people, the leaders of the Public Security Department judged that Zhao Xiaodong would most likely flee to Luoyang.
Therefore, the Provincial Public Security Department immediately ordered the Armed Police Corps and the Luoyang City Armed Police to go out and set up a strict line at the Luoyang Yellow River Highway Bridge to conduct an inventory of passing vehicles one by one and never let the criminals go.
The Yellow River Highway Bridge is located in the northern suburbs of Luoyang, In Jili District, 30 kilometers from the city, and is the throat of Jiyuan County to Luoyang, guarded by the armed police. The bridge runs north-south, 3600 meters long, 9 meters wide and 15 meters high (the northern section under the bridge is an open river beach and the southern section is water), and the vehicles on the bridge are endless.
The Luoyang Yellow River Bridge belongs to the strategic passage, and there is usually a platoon of armed police on duty to protect the safety of the bridge.
After learning of Zhao Xiaodong's crime in Jiyuan, the Luoyang Municipal Public Security Bureau immediately took action, sending a number of criminal police officers to the Yellow River Bridge in the early morning of January 17, and setting up a strict line at about 100 meters at both ends of the bridge.
Together with the armed police who originally guarded the bridge, the number reached about 50.
The 50 commanders and fighters were all armed with live ammunition, the criminal police were equipped with Type 64 pistols and Type 79 submachine guns, and the armed police were armed with Type 56 submachine guns.
In order to successfully arrest the criminals, the Provincial Public Security Department also sent a county party committee cadre from Huaichuan, where the crime occurred, to the scene to be responsible for identifying the criminals among the pedestrians.
The bridge was heavily guarded, and the soldiers were highly concentrated, waiting for the criminals to throw themselves into the net.
At about 13:15 on the 17th, a long-distance bus appeared in the sight of the military police, and Zhao Xiaodong sat on this car.
However, by this time, the military and police on duty had already left the checkpoint and gone to dinner, leaving 2 soldiers at each end of the bridge. Together with the cadres responsible for identification, there are 5 people in total.
After the bus was stopped, the cadre in charge of identification boarded the car and recognized Zhao Xiaodong, who looked panicked.
The cadre immediately jumped out of the car and shouted to the military police: "He is in the car, hurry up and arrest him!"
Zhao Xiaodong quickly pulled out his pistol, while asking the passengers to "not move", while threatening the driver to drive quickly, at the same time pulled the trigger on a law enforcement officer outside the car, and the other party fell to the ground in response.
The military police immediately drew their guns and fired warning shots at the sky, the driver of the car heard the gunshots and immediately understood what was happening, he took advantage of the criminal's lack of attention, jumped out of the car and ran wildly, Zhao Xiaodong shot at him with his hand, and the driver also fell in a pool of blood.
Zhao Xiaodong turned back and threatened the passengers again that "whoever moves will kill whom", and then quickly came to the driver's seat and started the car.
With a gun in one hand and a steering wheel in the other, he drove toward the bridge.
The soldiers at the post at the south end of the bridge were also very vigilant, and when they saw a passenger car speeding up, they immediately understood what was happening and rushed forward to intercept it.
At the moment when the bus was about to pass, it was decisively aimed at the criminal.
During the firefight, the bullet hit Zhao Xiaodong in the face, and the right front tire of the bus and the outer tire of the two rear wheels were punctured.
The injured Zhao Xiaodong drove the unbalanced bus like a drunkard, shaking for more than 500 meters, and the bus finally lost its power and rushed to the sidewalk on the right side of the bridge.
After knocking down two holes in the bridge railing in succession, the body was stuck in the middle of a light pole and the body, and the right front wheel of the car exceeded the bridge deck and hung high in the air.
At this time, more than a dozen cadres, including the commanders, instructors, and squadron leaders of the armed police stationed in the barracks on the north side of the bridge, had also eaten and rushed to the north of the bridge.
However, at that time, the armed police were not equipped with riot trucks, so they had to drive a temporarily borrowed postal container truck and two cars to chase the criminals separately.
Some of the fighters, under the command of the squadron leader, copied Zhao Xiaodong from both sides of the bridge. Zhao Xiaodong was trapped in the beast and constantly fired evil bullets at our armed police soldiers.
The squadron leader shot at the criminals with submachine guns and was hit by Zhao Xiaodong during the confrontation and was seriously wounded.
At the same time, the distraught Zhao Xiaodong turned back and shot at the passengers in the car, and the surviving passengers on the car were frightened and quickly burrowed under the seats.
At this time, there was a cry of children in the car, and there was a girl in the car. Zhao Xiaodong hesitated, quickly opened the car door, and pushed the girl out of the car.
After the girl left, Zhao Xiaodong returned to his cruel nature and turned to shoot at the police outside the car.
By this time, the postal truck had braved the bullet rain, approached the bus, and stopped at a distance of 40 meters from the bus. The instructor shouted to Zhao Xiaodong with a loudspeaker: "You are surrounded, you can't escape, you don't kill with your gun!" Hurry up and throw the gun out! ”
After shouting, the shooting stopped, but it did not mean that Zhao Xiaodong was going to surrender.
It is estimated that at that time, his bullets were not much, and there was no hope of escape, only a dead end, thinking about how to die with the police.
So, after a few moments of confrontation, Zhao Xiaodong finally began his last madness, throwing an earth-made explosive into the postal truck, breaking the finger of a soldier and completely blowing up the postal truck.
The soldiers on the postal cart saw that the squadron leader and comrades were wounded one after another, and at the same time heard the sound of gunshots in the car, and concluded that the criminals were killing innocent people in the car, and then they couldn't care about anything, and everyone shot angry bullets at Zhao Xiaodong.
After the soldiers under the bridge heard this, they also fired at Zhao Xiaodong on the bridge.
The captain and instructor were very calm and hurriedly shouted for everyone to stop shooting. However, the scene was full of gunfire, and the soldiers with red eyes could not hear the shouts at all.
It wasn't until the gunfire subsided that the soldiers heard the order.
The soldiers stopped shooting, the car did not shoot any more bullets, the gunfire stopped, and there was a rare silence.
A moment later, a male passenger stumbled off the bus and walked toward the police.
Frightened and frightened, he collapsed to the ground before he could go far.
At this time, a soldier under the west side of the bridge shouted loudly: "Captain, the bottom of the car is dripping blood downwards."
By this time, it was already 13:40.
From the outbreak of the gun battle to the end, it lasted about 25 minutes.
But unexpectedly, when the director of the Geely branch and the head of the criminal police brigade of the city bureau commanded the soldiers to wrap up the past, gunshots sounded on the car again, and Zhao Xiaodong fired another bullet.
The leaders of the substation and the city bureau immediately made a decision to stop shooting, protect the passengers in the car, and delay the time in order to consume the bullets of the criminals.
At the same time, they asked the city bureau leaders for instructions, hoping to bring in a few fire trucks to use as cover for approaching passenger cars.
Soon, the city bureau brought in a cement truck and a 50-ton foam fire truck.
As the fire truck advanced, it sprayed foam at the bus, and the soldiers sat in the cement truck and approached the bus step by step.
At 14:30, the foam on the fire truck was sprayed out, and there were no more bullets shooting out of the bus.
The soldiers saw that the bus was no longer moving, and they boarded the car from the door and window. What unfolded before their eyes was Zhao Xiaodong's flesh-and-blood blurred corpse.
Next to the body was the 64 pistol with 4 rounds of ammunition in the chamber.
According to later forensic identification, Zhao Xiaodong was hit by 16 bullets, most of which were chest and head, indicating that the soldiers' marksmanship was still very accurate.
The soldiers who entered the car, after determining that Zhao Xiaodong was dead, immediately began to rescue the passengers.
According to statistics, a total of 68 cadres and policemen participated in this thrilling round-up battle of the Yellow River Bridge in Luoyang.
Among them, there are 51 armed police officers and 17 public security cadres. They carried 48 guns, 29 of which were put into combat; in the exchange of fire, more than 500 expendable bullets were used.
In the fierce battle, 1 public security officer was wounded and 2 armed police officers were injured.
There were 16 passengers in the bus, 2 drivers and passengers, 12 people died (plus Zhao Xiaodong a total of 13 people), 3 people were injured, and 2 people jumped out of the car and survived.
According to forensic identification, 8 of the 12 dead passengers had bullet holes in the guns held by Zhao Xiaodong.
During the battle, the glass of the bus was all broken, and there were 375 bullet holes around the hull.
In addition, in addition to the big battle on the bridge, in the search and arrest battles on other occasions, there were also mass casualties.
In this case, the relevant departments responded in a relatively timely manner, and the cadres and policemen also showed great bravery, but due to lack of experience, some problems were exposed in coordination and command, coupled with the restrictions of conditions, there were undeserved mistakes, resulting in a certain negative impact.
Afterwards, the relevant departments dealt with 4 derelict personnel.
In order to learn a lesson, this case was later incorporated into the internal teaching materials of the public security, so that the anti-terrorism and anti-riot prevention methods and processes of China's public security armed police system were more mature.
