Nanfang Daily: What is the current status of industrial development in Shantou? What are the constraints?
Chen Hongyu: Since the reform and opening up, Shantou's industrial development has formed four traditional advantageous industries such as textile and garment, chemical plastics, craft toys, printing and packaging, as well as four strategic emerging industries such as intelligent equipment manufacturing, new generation information technology, new materials, and biomedicine, and some leading enterprises also have certain advantages in domestic subdivisions.
However, compared with the cities in the Greater Bay Area and southern Fujian in the province, although Shantou's industry has characteristics and foundations, there are still many shortcomings. The industrial enterprises on shantou are small, the technical content of the three pillar industries is not high, the layout of innovation and development is uneven, the industrial cluster effect is not strong, and the lack of large backbone enterprises and major industrial projects makes industrial development lack core competitiveness.
For example, the toy industry in Chenghai District, the textile and garment industry in Chaoyang District and Chaonan District, although it has a certain scale and has developed for many years, is not closely related internally, and has not really formed an industrial chain and industrial cluster in the sense of subdivision. The link between the chains is weak and the level is not high, especially in the front-end research and development, the supply of raw materials and components and the back-end market sales service, which is easy to be "stuck in the neck".
The lack of large-scale backbone enterprises to drive and lead is also a major shortcoming in Shantou's revitalization industry. In order to achieve a strong industrial city, Shantou should support the leading enterprises in the subdivision industry to increase capital and expand production, promote the extension of advantageous industries upstream and downstream, and gradually form a perfect industrial chain.
In addition, shantou's industrial development platform is scattered, and there is a problem of poor allocation of elements. It is not possible to coordinate various resources such as land, financial resources, policies, and talents, so it is difficult to form an industrial cluster with strong cohesion, and it is difficult to integrate into the new pattern of double circulation in the domestic and foreign markets.

Chen Hongyu: Shantou's first new industrial land (M0) is located in the East Coast New Town of the Overseas Chinese Pilot Zone, which is a land surrounded by the sea and an important area for the future development of Shantou. In such a geographical location, the allocation of more than 200 mu of land to develop new industries shows the determination and boldness of Shantou City. Because this is not only to solve the problem of land use of an enterprise, but also to show other enterprises interested in investing in Shantou the attitude of "industrial city, industrial strong city", perhaps more enterprises and projects will be introduced later.
For a long time, the coexistence of industrial land shortage and inefficient land utilization has been restricting the accelerated development of Shantou's industrial industry. Phenomena such as "land cannot be used" and "there are projects without land" are more prominent in Shantou, and on the surface the supply of land resources is scarce, but in fact, the land plot ratio of a large number of industrial land is not high.
Recently, Shantou City has clearly pointed out that it is necessary to exert efforts at the same time in terms of land increment and stock, which is very insightful and grasps the key to shantou's industrial development. Guangdong Province has also issued opinions on supporting Shantou to build a special economic zone with Chinese characteristics in the new era of socialist modernization and vitality, supporting Shantou to build a provincial sub-central city, and accelerating the in-depth cooperation between Shenzhen and Shantou, which has also created a good political ecology for Shantou's development of industry and industry.
As the central city of eastern Guangdong, Shantou itself also has a certain industrial foundation, coupled with the preparation of the Third Asian Youth Congress, the construction of a national comprehensive transportation hub and other favorable opportunities, laying a good foundation for "industrial city, strong industrial city". The development of emerging industries has certain advantages, and there are also many possibilities.
Develop the electronic information industry, relying on the existing traditional industrial base such as textiles and clothing, chemical plastics, and craft toys, promote the construction of platforms, create a favorable environment, and realize the integration and sharing of industrial resources.
The development of new energy industry, which is a sunrise industry encouraged by the state, is also one of the strategic emerging industries that Guangdong Province focuses on cultivating. Shantou has resource advantages in offshore wind power, ports, machinery manufacturing, etc., and can further cultivate and improve the industrial chain.

Develop modern service industries, focusing on the cultural tourism industry and the big health industry. As the central city of eastern Guangdong, Shantou should break the original development pattern and thinking, integrate the tourism resources of the three cities of Shantou and Chaojiao, develop the cultural tourism industry into an industry that solves employment problems, and extend the health industry service chain through digital products towards the goal of equalization of basic public services to improve the quality of life of the people of eastern Guangdong.
As a long-term strategy for the development of Shantou, "industrial city and strong industrial city" is not an action that can see results in one or two years, but requires long-term efforts and continuous efforts. In the past, the strength and accuracy of Shantou's support policies for the industry were not enough, the implementation of services for enterprises was not in place, and the external environment for enterprise operations was variable and unstable, all of which restricted the development of traditional enterprises.
