The party and government representatives of the two cities conducted in-depth exchanges on promoting the construction of the Shantou-Chaojie Metropolitan Circle, and will jointly accelerate the development of regional integration, work together to write a new chapter in the construction of the Shanchaojie Metropolitan Circle, and make positive contributions to the construction of a regional development pattern of "one nuclear, one belt and one region" in the province. Chen Hongyu: This is a summary review of Shantou Chaozhou's cooperation in industrial development, cultural exchanges, and people's livelihood construction in the past year, and clarifies the key areas of cooperation in the next step, and makes a panoramic outlook for jointly building the Shantou-Chaojiao Metropolitan Circle.
For Shantou, this exchange reflects Shantou's mission as a special economic zone, a provincial sub-central city, and an important development pole of the modern coastal economic belt, reflects Shantou's responsibility in building a regional development pattern of "one nuclear, one belt and one region" in the province, accelerates the construction of the Shantou Chaojie metropolitan circle, and also shows Shantou's sense of responsibility for being willing to do practical things for the people of eastern Guangdong.
Nanfang Daily: As mentioned in this exchange, Shantou, as a provincial sub-central city, is the "locomotive" leading the development of eastern Guangdong. How do you think Shantou should play the role of the "locomotive" of eastern Guangdong?
Chen Hongyu: The construction of the Shantou-Chaojie Metropolitan Circle is inseparable from any city of Shantou, Chaozhou and Jieyang. Shantou is the "main engine" of the development of the Shanchaojie Metropolitan Circle and even the whole of eastern Guangdong, and has a good development foundation and strong strength in the economic, political, cultural, social and public services aspects, and should have the unshirkable responsibility to undertake the "locomotive" function of leading the development of the Shanchaojie Metropolitan Area.
First of all, we must have the overall situation of being willing to be the "locomotive" and dare to be the "locomotive", and think about, seek and do great things for the overall coordinated development of Shanchao and Meizhou. In order to firmly establish among the broad masses of cadres and the masses that "whether it was yesterday, today or tomorrow, Shanchaojiao will always be one," it is necessary to unite and unite the masses of the people in eastern Guangdong and the hipsters at home and abroad with a more open mind, and work together to build a common home for Shanchaojiao.
Second, it is necessary to develop Shantou itself and let Shantou have the driving force of the "locomotive". If Shantou City wants to become an industrial leader, a cultural highland, and a supplier of high-quality educational and medical resources in eastern Guangdong, it must strive to maintain the vigor of reform and opening up, have the courage to self-reform, and build Shantou into a benchmarking demonstration of a good business environment, a good political ecology, and a good living environment in eastern Guangdong, so that the cities in eastern Guangdong may rely on Shantou's advantages in industry, education, science and technology, and foreign economic development to achieve higher quality development.
Third, it is necessary to build a leadership system, coordination mechanism, and work system for the coordinated development of the Shanchaojie Metropolitan Area. Through the improvement of institutional mechanisms, the in-depth cooperation between inside and outside the Shanchaojie metropolitan area has institutional norms and work to grasp. At present, special attention should be paid to promoting the planning of key areas, important platforms and key projects related to the urbanization of Shanchao, especially in the two aspects of transportation and people's livelihood. When the conditions are ripe, it is necessary to start construction as soon as possible, and if the conditions are not yet ripe, we must join hands to win support upwards and outwards.
Fourth, it is necessary to attach great importance to the important link function of Chaozhou culture in the development of Shantou and Chaojie, and Shantou should be the leader in studying and cultivating and inheriting Chaochao culture; on the basis of building a good Chaoqiao culture and opening a port culture, it should join hands with Chaozhou Jieyang to jointly study and protect Chaoshan culture, and infiltrate the common value concept of Chaoshan culture into the education, science and technology, culture, economy and other fields of the Shantou Andijie metropolitan area.
Fifth, it is necessary to give play to the "leading" advantage of Shantou City's national comprehensive transportation hub, consciously plan and promote the construction of important cross-city infrastructure in the Shantou-Chaojie Metropolitan Circle, and join hands to build key industrial parks, major transportation facilities, and water conservancy facilities; jointly manage the ecological environment; and jointly solve the bottleneck problems that restrict industrial development and the hot spots, blockages, and pain points related to the lives of the masses.
Nanfang Daily: At present, Shantou is unswervingly taking the road of "industrial city and strong industrial city", in the process of promoting the construction of the Shantou Chaojie Metropolitan Area, how do you think Shantou should accelerate the development of industrial industries?
Chen Hongyu: To take the road of "establishing an industrial city and a strong industrial city", on the one hand, Shantou should base itself on the existing "industrial stock" in Shantou and attach importance to the healthy development and transformation and upgrading of existing pillar industries and backbone enterprises; more importantly, it should take a more open attitude and seek more industries, capital, and talent resources from the outside, including from eastern Guangdong, southern Fujian and the Greater Bay Area, especially the injection of innovative resources, to form a new competitive "industrial increment" in Shantou's industrial system. Only in this way can this road be taken more confidently. Shantou's road of "establishing an industrial city and strengthening the industrial city" is also the road that other cities in eastern Guangdong must take together, and completing its own industrialization is a stage of development that cannot be surpassed by the Shanchaojie Metropolitan Area.
When planning the key industrial platform of the Shanchao-Chaojie Metropolitan Area, Shantou may consider the eastern and western extensions of the industrial chain of the proposed "large-scale coastal industrial park". For example, when building the Chenghai Liuhe Modern Industrial Demonstration Area, it can be combined with the development of "Chengrao Lianwei" and join hands with Chaozhou to create a larger-scale emerging high-end industrial park and a new industrial town. For example, Shantou Urban Area and the Western Coastal Industrial Belt can take the initiative to dock with Huilai's "Guangdong East New City" and petrochemical industry projects to jointly build a petrochemical industry cluster of "oil and gas processing - chemical materials - fine chemicals".
As the most important transportation hub in eastern Guangdong, Shantou should form a "front shop and back grid" pattern of in-depth cooperation with other cities in port, sea, land to air transport, and expand Shantou's service space for the Han River Basin industry in the productive service industry and social undertakings. Shantou should also develop and expand its own cultural tourism industry, and promote landscape tourism, rural tourism, Chinese education and cultural undertakings in chaoshan areas.
